TAX EXAMINER SUPERVISOR

DEFINITION: This is advanced technical and supervisory work in the review and examination of tax returns, schedules and associated documents of individuals and business entities.

An employee in this job is responsible for supervising a group of tax examiners engaged in reviewing and processing tax returns and associated documents in accordance with state tax laws, regulations and procedures. Work involves supervising subordinate tax examiners who determine taxpayer liability; process refund requests and deferred payment plans; collect delinquent tax reports and tax monies; track cases and maintain statistics and records of taxpayer activities; compute penalty and interest charges; and detect irregularities in returns and initiate corrective action as necessary. An important aspect of this work involves keeping abreast of changes in tax laws, regulations and procedures; recommending changes to procedures for processing tax returns; providing guidance to staff on the interpretation and application of tax laws; assisting subordinate tax examiners in the determination of complex cases; and supervising the preparation of correspondence to advise taxpayers on the status of a case or explain the application of the tax laws. Supervision is exercised over a group of subordinate tax examiners and may involve participating in the training and development of entry level tax examiners by assigning examinations, giving preliminary instruction, and reviewing work in progress and upon completion to ensure quality, completeness and adherence to laws, rules, regulations and procedures. Work is performed with a great deal of independence and is reviewed by an administrative supervisor for adherence to laws, rules, regulations and procedures.

EXAMPLES OF WORK: Supervises the review and processing of tax documents and related information to ensure the accuracy of returns and compliance with tax laws and regulations.

Supervises the review of taxpayer's file and related financial reports to determine taxpayers’ solvency, ability to pay and the feasibility of continued collections attempts.

Answers questions and provides guidance on the interpretation and application of tax laws and regulations.

Recommends changes to procedures for processing tax returns and associated documents.

Participates in training entry level tax examiners in the review and examination of tax returns, schedules and associated documents in accordance with state tax laws, regulations and procedures.

Supervises and provides assistance in the review and examination of complex tax returns.

Supervises contact with attorneys, accountants, and taxpayers for the purpose of collecting additional documentation, delinquent tax reports and tax monies.

Attends and participates in conferences concerning new or changed laws, regulations and procedures.

Supervises the preparation of reports and the maintenance of records related to the review and examination of tax returns, schedules and associated documents.

Operates a personal computer to obtain tax information and to enter payments on the taxpayer’s accounts.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of mathematics, such as addition, subtraction, multiplication and division using whole numbers, dollar amounts and percentages.

Knowledge of the applicable tax laws, regulations and policies.

Knowledge of office practices, procedures and equipment.

Knowledge of desktop computer software, such as word processing and email.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to read and interpret written materials.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Tax Examiner 2;

                                                                                                                                                                     or

Two years of technical experience in the review and examination of tax returns, schedules and associated documents in accordance with tax laws, regulations and procedures;

                                                                                                                                                                    or

An equivalent combination of experience and training.
