JOB TITLE: DIRECTOR, BUREAU OF FINANCE AND PROCUREMENT, STATE

DEFINITION: This is highly responsible administrative and professional work directing the Bureau of Finance and Procurement in the Department of State.

The employee in this job plans, directs, and coordinates the development and \implementation of policies and programs related to fiscal and procurement operations for the department. Work involves directing the allocation, use, and management of the department's fiscal resources to ensure program goals and objectives are met, developing and recommending fiscal policies and procedures for new or revised programs, and overseeing revenue processing and reconciliation for the department. Work includes directing the negotiation and execution of contracts and the development and finalization of federal grant packages, and monitoring spending and fiscal reporting obligations. Supervision is exercised over professional and administrative staff. Work is performed with considerable independence and is reviewed by the Executive Deputy Secretary through conferences, written reports, and evaluation of overall program effectiveness.

• Directs the development of the department’s annual budget and provides guidance to executive and senior level staff regarding budgetary rules, regulations, policies, and procedures.

• Coordinates with the Office of the Budget to ensure necessary budget modifications are made to support policy and financial requirements.

• Directs and oversees annual spending plans for all restricted or self-funded program areas.

• Oversees departmental fiscal activities to ensure financial solvency.

• Directs and manages all procurement program activities, including purchase orders, requests for proposals, requests for quotes, invitations for bids, and contracts.

• Facilitates all facets of grant management for the department, including federal grant packages, bond payments, and federal audits.

• Directs the intake, deposit, reconciliation, and reporting of the department’s revenue.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of budget administration.

• Knowledge of the principles and practices of fiscal management.

• Knowledge of laws, rules, regulations, and procedures impacting contracting functions.

• Knowledge of laws, rules, regulations, and procedures impacting grant management.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret legislation, regulations, policies, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional fiscal management experience that includes two years in a supervisory capacity, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes two years of professional supervisory fiscal management experience.
