JOB TITLE: REAL ESTATE VALUATION SUPERVISOR

JOB CODE: 03830

SERIES NATURE OF WORK: The Real Estate Valuation series describes work in the examination of real estate assessment records to determine the aggregate market value of taxable real property.

DEFINITION: This is supervisory technical work in auditing and evaluating real estate assessment data and conducting real estate market studies to ensure the most accurate assessment base is calculated for each municipality.

An employee in this job supervises employees responsible for determining and reporting yearly variances in all real estate assessments in an assigned district to establish fair market representation to be used for subsidies calculations and other agency funding. Work involves supervising the collection of information and data to determine base assessments used for calculating fair market value; identifying and researching real estate market trends; and reviewing reports on assessment data for the State Tax Equalization Board to certify and present to the Pennsylvania Department of Education, Auditor General, and county assessment offices. Work also involves training Real Estate Valuation Analysts on tax assessment methods and procedures, and educating them on market trends. Work is reviewed by a manager or director and members of the State Tax Equalization Board for adherence to established policies, procedures, and standards.

DISTINGUISING CHARACTERISTICS:

• Work is distinguished from the lower level job based on the responsibility to supervise subordinate Real Estate Valuation Analysts.

• Assigns and supervises the work of Real Estate Valuation Analysts within an assigned geographical area.

• Audits real estate appraisals to determine validity of assessments and interviews assessors to learn property value trends.

• Reviews subordinates’ reports for accuracy and completeness, and submits a summary by district to the State Tax Equalization Board.

• Travels to field offices to observe and evaluate the work of staff.

• Trains new employees on the methods and procedures of preparing variance reports and classifying real estate.

• Operates motor vehicles.

• Performs related work as required.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of state tax equalization policies and procedures.

• Knowledge of valuation techniques and factors that apply to real property.

• Knowledge of the common legal records, practices, and terminology used in real estate work.

• Knowledge of the principles and procedures of auditing real property appraisals.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze property value trends.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze written and numerical information.

• Ability to interpret and apply regulations, policies, and procedures.

• Ability to perform mathematical calculations.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a Real Estate Valuation Analyst (commonwealth title);

or

• Four years of experience in county assessment, property appraisal, real estate sales, or title examination work;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active Certified Pennsylvania Evaluator certification.

• All positions require possession of an active motor vehicle license.
