JOB TITLE: DIRECTOR, PUBLIC ENGAGEMENT AND PROGRAM SUPPORT OFFICE, PID

DEFINITION: This is professional administrative work directing the Public Engagement and Program Support Office in the Pennsylvania Insurance Department (PID).

The employee in this job directs and develops a public engagement and advocacy program for the Insurance Department to improve consumers’ understanding of insurance products and their rights and to provide resources to assist in addressing consumer concerns. Work involves developing policies and programs to increase visibility, outreach, and engagement efforts; directing outreach to various stakeholders to ensure they are educated on insurance matters; ensuring insurance consumers have representation and fair and equitable access to insurance resources and to address insurance needs and concerns; engaging special interest groups to foster awareness of insurance regulatory and consumer protection issues and programs; and directing administrative and program support work. Supervision is exercised over professional, administrative, and clerical staff. Work is assigned in the form of broad goals and objectives and is reviewed by the Deputy Insurance Commissioner for Market Regulation through reports and conferences for results achieved.

• Directs, develops, and implements programs and policies to educate consumers on insurance related issues such as regulatory and consumer protection issues, access issues, resources available, and complaint resolution.

• Plans, develops, coordinates, and implements policies and procedures to ensure consumer advocacy goals and objectives are met.

• Plans, develops, coordinates, and implements insurance diversity related policies and goals and objectives.

• Ensures insurance consumers have representation and appropriate access to address insurance needs and concerns.

• Meets with consumer groups, industry representatives, legislators, and government agency representatives.

• Serves as a department spokesperson for insurance consumer related issues.

• Develops and conducts training for industry representatives and consumers addressing new insurance statutes and regulations.

• Reviews controversial or sensitive issues affecting consumers and develops recommendations for resolution.

• Prepares responses to public inquiries in consultation with other program areas.

• Prepares detailed and comprehensive reports.

• Reviews proposed legislation for impacts on insurance consumers.

• Provides administrative and program support services for the Office of Market Regulation.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of effective public outreach.

• Knowledge of the principles and practices of consumer advocacy.

• Knowledge of education techniques and methods.

• Knowledge of evaluation techniques to determine the effectiveness of an informational program.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze written and numerical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Four years of public outreach, education, or advocacy experience and a bachelor’s degree;

or

• An equivalent combination of experience and training.
