JOB TITLE: DIRECTOR, BUREAU OF BUDGET AND PROCUREMENT SERVICES, INSURANCE

JOB CODE: 04291

DEFINITION: This is administrative and professional managerial work directing the Bureau of Budget and Procurement Services in the Pennsylvania Insurance Department.

The employee in this job directs the activities of a professional staff engaged in

organizing, planning, and controlling all budget and procurement services for the

department. Work involves developing and implementing fiscal management and purchasing policies, procedures, and standards; determining fiscal and purchasing goals, objectives, and priorities; reviewing proposed legislation and advising executive staff of possible impacts; determining and preparing budgetary requests; and overseeing and managing the acquisition of services, equipment, and supplies with related contract compliance oversight. Work includes meeting with executive staff and senior program managers to provide guidance and direction in budget and rebudget preparation, allocating funds and budget monitoring, and resolving issues with central budget office administrators and other state officials. Work is assigned in the form of broad goals and objectives and is reviewed by the Deputy Insurance Commissioner for Administration through reports and conferences for results achieved.

• Directs the preparation, review, submission, and defense of the budget to the Governor's Budget Office, oversees the rebudget process, and directs the monitoring of the budget throughout the fiscal year.

• Directs budgeting, revenue collections, billing, and management of the department’s special funds, including the Insurance Regulatory and Oversight Fund (IROF), the Workers’ Compensation Security Fund (WCSF), the Underground Storage Tank Indemnification Fund (USTIF), the Catastrophic Loss Benefits Continuation (CAT) Fund, and the Medical Care Availability and Reduction of Error (Mcare) Fund.

• Directs the development, implementation, and monitoring of policies and procedures governing procurement and fiscal management for the department.

• Negotiates the approval and acceptance of the department’s requested budget with the Governor’s Budget Office.

• Presents a defensible departmental budget before the Legislature.

• Makes recommendations on the allocation, reallocation, use, and management of fiscal resources to ensure program goals and objectives are met.

• Reviews proposed budget-related legislation and recommends whether the department should support or oppose the legislation.

• Provides advice to staff on unusual or difficult technical and managerial problems.

• Directs all procurement and contract functions to ensure adherence to Commonwealth procurement rules.

• Directs the review and approval of major purchases and departmental expenditure requests.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and objectives of governmental budget administration.

• Knowledge of the principles and practices of governmental accounting.

• Knowledge of the theories of budget administration.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret written material.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of experience in professional budget administration that includes two years of supervisory experience in governmental budgeting, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes two years of supervisory experience in governmental budgeting.
