SERIES NATURE OF WORK: The Human Resource (HR) job series describes work in the administration and provision of HR programs and services.
DEFINITION: This is highly responsible professional, supervisory, or managerial HR work.
An employee in this job is responsible for directing the administration of an HR program or directing statewide developmental work at the enterprise level. Supervision may be exercised over professional, paraprofessional, and clerical staff. Work is performed independently and is reviewed through conferences and reports.
• Employee Relations: At the enterprise level, work involves serving as the Commonwealth’s chief negotiator or advisor to the chief negotiator during collective bargaining with unions under Act 111 and major Act 195 proceedings; representing the Commonwealth as advocate during the most sensitive and high priority enterprise-wide precedent setting grievance arbitration hearings; and serving as the Commonwealth’s chairperson at Area and State Accelerated Grievance Procedure committee or pre-arbitration meetings.
• Work may also involve supervising staff at the Human Resource Analyst 4 level or equivalent.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of human resource administration principles and best practices.
• Knowledge of applicable laws, rules, regulations, and procedures impacting human resource functions.
• Knowledge of the methods and techniques used in researching, reviewing, and analyzing data.
• Knowledge of the principles and practices of strategic planning.
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the principles and techniques of employee training and development.
• Knowledge of the methods and techniques used in researching, reviewing, and analyzing data.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to apply critical thinking skills to identify and resolve problems.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year as a Human Resource Analyst 4; Human Resource Director, PHRC; or Human Resource Manager 1 (Commonwealth titles);
or
• Five years of analytical experience that includes four years of professional human resource experience, and a bachelor’s degree;
or
• An equivalent combination of experience and training.
