JOB TITLE: HUMAN RESOURCE DIRECTOR, PENNSYLVANIA HUMAN RELATIONS COMMMISSION (PHRC)

JOB CODE: 05089

DEFINITION: This is advanced professional analytical and consultative human resource (HR) work.

An employee in this job is responsible for directing the administration of human resource work for the PHRC. Work involves managing a human resource program for an independent agency including employee relations, talent acquisition, and complement management. Work also involves providing strategic and consultative guidance to senior managers in the evaluation, coordination, and delivery of human resource services to align the organization’s mission with human resource laws, policies, and rules. Work includes directing the agency professional development program to include talent development, talent planning, and succession planning. Work is performed independently and is reviewed by the Executive Director for the attainment of objectives and overall effectiveness of operations.

• Directs a human resource program for an independent agency, including human resource work that is operational and developmental in nature.

• Collaborates with agency executives and management staff to assess the talent planning, recruitment, talent acquisition, organization management, and talent development needs of program areas.

• Evaluates, interprets, applies, and implements commonwealth human resource policies in relation to agency needs and applicable HR laws and regulations.

• Monitors and evaluates the effectiveness of agency HR programs.

• Directs investigations for employee relations issues and complaints.

• Monitors and evaluates the agency complement to optimize staff allocations.

• Provides technical assistance to supervisors and managers on the administration of collective bargaining agreements.

• Assists in the development of an agency specific training curriculum.

• Collaborates with the Executive Director and agency budget office to prepare a budget for the HR Office.

• Reviews and submits requests for agency specific job classifications.

• Manages recruitment searches for executive level staff.

• Develops, implements, and reviews agency policies.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human resource administration.

• Knowledge of the methods and techniques used in researching, reviewing, and analyzing data.

• Knowledge of the principles and practices of strategic planning.

• Knowledge of project management methods and techniques.

• Knowledge of the principles and techniques of employee training and development.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to analyze and interpret written information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a Human Resource Analyst 3 (commonwealth title);

or

• One year of experience as a Field Human Resource Officer 2 (commonwealth title);

or

• Four years of professional analytical experience including three years of professional human resource experience, and a bachelor's degree;

or

• An equivalent combination of experience and training.
