JOB TITLE: EXECUTIVE DIRECTOR, STATE CIVIL SERVICE COMMISSION

DEFINITION: This is highly professional, administrative, and senior level managerial work in planning, directing, implementing, overseeing, supervising, and executing operations of the State Civil Service Commission (SCSC).

The employee in this job serves as Chief Executive Officer for the agency and is primarily responsible for planning, directing, implementing, overseeing, supervising, and executing SCSC operations to ensure compliance with, adherence to, and support of applicable provisions and requirements of the commonwealth’s civil service employment and veterans’ preference laws, rules, policies, and regulations. Work involves developing, interpreting, and implementing agency policies and procedures; reviewing and evaluating the effectiveness of existing agency policies and procedures; establishing agency goals and objectives; and serving as key policy advisor to the State Civil Service Commissioners. The employee is expected to interact with members and staff of the Pennsylvania General Assembly; Governor’s Executive Offices; state and local government entities, employees, and officials; applicable Pennsylvania Housing Authorities; press, media, and communications teams; the public; and other agency stakeholders. Work is performed independently under the general direction and supervision of the State Civil Service Commissioners.

• Plans, directs, implements, oversees, supervises, and executes all aspects of SCSC policy development and administration to ensure compliance with and adherence to applicable provisions of the commonwealth’s civil service employment and veterans’ preference laws, rules, policies, and regulations.

• Plans, directs, and evaluates the performance of SCSC operations, policies, procedures, and requirements.

• Consults with and serves as policy advisor to the State Civil Service Commissioners on merit system and all related matters.

• Determines the content and emphasis of policy recommendations submitted to the State Civil Service Commissioners.

• Directs and evaluates the development and implementation of proposed rules and regulatory changes/updates as related to SCSC operations, policies, procedures, and requirements.

• Directs and evaluates the completion of periodic audits of classified service employment activites and veterans’ preference to ensure compliance with and adherence to applicable provisions of commonwealth civil service and veterans’ preference employment laws, rules, policies, and regulations.

• Directs, reviews, and recommends for approval or disapproval requests for policy and limited term exemptions from the classified service.

• Directs and supervises SCSC administrative operations to include budget and fiscal, procurement, contract, lease, maintenance, human resources, information technology, and other functions.

• Reviews, evaluates, and ensures that civil service appeal adjudicatory decisions meet quality assurance standards.

• Issues, monitors, and ensures SCSC adjudicatory compliance orders are adhered to and implemented.

• Leads and participates in SCSC monthly public meetings in which the State Civil Service Commissioners review and approve or disapprove official agency actions as noted on the monthly public meeting agenda.

• Leads and participates in SCSC monthly executive session meetings in which human resources, labor relations, purchases, and privileged and other confidential matters are reviewed and discussed by the State Civil Service Commissioners.

• Leads and directs SCSC press, media, communication, and legislative affair activities.

• Performs full range of supervisory and managerial duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of and current developments in public human resource administration.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of program audits and auditing techniques.

• Knowledge of the commonwealth’s civil service employment and veterans’ preference laws, rules, policies, and regulations.

• Knowledge of the scope, purpose, and human resource needs of state and local government.

• Knowledge of the role and relationship of a central human resource program and services in the public service.

• Ability to identify and define human resource needs in the public service and formulate practical and effective approaches to address those needs.

• Ability to plan and direct a central human resource management program.

• Ability to interpret overall aims and objectives of the merit system and SCSC operations to legislative and executive officials, professional groups, the public, and other stakeholders.

• Ability to supervise and manage staff.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

• Ability to travel to and from various work locations, with or without accommodations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight (8) years of progressively responsible experience in public human resource administration that includes five (5) years of experience in directing and managing a major public sector human resources program within a central personnel agency, or directing and managing a human resource management program in a large agency with a wide variety of programs. In both areas, experience must have included extensive knowledge, application, or administration of merit system standards; and a bachelor's degree;

or

• An equivalent combination of experience and training that includes five (5) years directing and managing a major public sector human resources program.
