HUMAN RESOURCE MANAGER

DEFINITION: This is strategic managerial human resource work in directing the human resource programs and initiatives in a large Commonwealth agency.

An employee in this class is responsible for the formulation and implementation of policies and procedures for all human resource activities in an agency, and providing advice and strategic direction to agency executive management on all human resource matters. The agency human resource program is characterized by programs of high complexity; a variety of diverse occupations requiring extensive developmental classification activity; atypical recruitment and placement challenges, which may include extensive wage and seasonal employment programs; intensive and varied labor and employee relations issues; and complex salary administration problems. Work may also include providing direction to field facilities and/or district offices that have a full-time human resource office and staff. Work includes the review, analysis, and evaluation of program objectives, policies and operations and the development and implementation of program improvements and modifications based on comprehensive human resource studies. An important aspect of the work includes serving as a member of the executive management team in the formulation of agency policy by providing expert human resource advice to the agency head, deputy secretaries and program office directors in the determination and implementation of solutions to complex human resource problems. Supervision is exercised over a staff of professional supervisory, technical and clerical employees. Supervision is received from a Deputy Secretary, and is reviewed through meetings and reports for overall program effectiveness and results obtained.

EXAMPLES OF WORK: Directs a full functioning human resource program in a large state agency.

Serves as a member of the executive management team in the development of agency policy.

Identifies human resource challenges and develops policies and solutions to effect the implementation of agency programs and initiatives.

Establishes human resource policy within the agency through the interpretation, application, and implementation of Commonwealth human resource policies.

Advises executive management where the development and implementation of agency and program initiatives requires innovative solutions to employee relations and labor-management problems.

Advises executive management on agency organizational structure, staffing, and utilization of employees.

Directs the provision of technical assistance to supervisors and managers on the administration of collective bargaining agreements.

Directs a full range human resource programs with a variety of diverse occupations requiring extensive developmental classification work.

Directs the conduct of position classification reviews and determines the proper classification of positions for which the agency has classification authority.

Directs a human resource program that usually presents atypical recruitment and placement challenges.

Directs a human resource program involving intensive and varied labor and employee relations issues.

Administers a human resource program in an agency with complicated salary administration problems.

Supervises professional, supervisory, technical, and clerical staff.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles of position classification in the public service.

Knowledge of the principles of employee training and development.

Knowledge of the principles and practices of employee selection, development, and Equal Employment Opportunity.

Knowledge of employee benefit administration.

Knowledge of the principles of employee relations.

Knowledge of advanced principles, methods, and techniques of public human resource administration.

Knowledge of the principles and practices of public administration.

Knowledge of the principles, practices, and techniques of recruitment, placement, and out-placement.

Ability to plan the strategic direction of a human resource program in a large Commonwealth agency.

Ability to advise top agency management on solutions to complex human resource problems.

Ability to apply knowledge of current developments in public human resource management.

Ability to supervise human resource work of an operational and developmental nature.

Ability to understand and apply the Commonwealth's human resource and Payroll System.

Ability to understand and apply the Commonwealth's Civil Service and Non-Civil Service rules, policies, and procedures.

Ability to prepare and supervise the preparation of involved rules, regulations, procedural systems, and other management controls.

Ability to read, write, and communicate orally in English.

Ability to develop and maintain effective working relationships with associates, supervisors, managers, representatives of employee organizations, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Human Resource Analyst 5, Labor Relations Specialist or Human Resource Director 3;

                                                                                                                                                              or

Six years of professional human resource experience including three years of professional supervisory experience, and a bachelor's degree;

                                                                                                                                                              or

An equivalent combination of experience and training.
