JOB TITLE: DIRECTOR, HUMAN RESOURCE ANALYTICS AND PROGRAM SUPPORT OFFICE

DEFINITION: This is highly responsible managerial and professional work directing the Human Resource Analytics and Program Support Office for the Office of Administration.

The employee in this job plans, develops, and directs the implementation of enterprise-wide analytics and program support operations to improve the efficiency and effectiveness of human resource shared services. Work involves developing and directing the implementation of data analysis and presentation strategies, managing operations and technology to improve digital interactions with customers, and directing business and program support functions to improve human resource case management services. Work includes developing and implementing human resource communications and branding strategies. Supervision is exercised over professional, supervisory, and support staff. Work is performed under the general direction of the Director, Human Resource Shared Services Office and is reviewed through meetings and reports for attainment of goals and objectives.

• Develops data analysis and reporting solutions to present human resource data and metrics for leadership, business partners, and other stakeholders.

• Manages and evaluates the overall functionality and presentation of the Employee Resource Center to meet human resource initiatives and customer needs.

• Develops communications strategies for employee resource center campaigns, targeted messages, and employee bulletin board content while ensuring consistency in branding.

• Develops and implements marketing strategies to effectively communicate and promote human resource shared services.

• Coordinates with vendors, technical experts, and business process owners to identify and resolve issues related to the delivery of human resource shared services.

• Directs the development and ongoing maintenance of quality assurance standards and standard operating procedures for human resource functions which utilize the case management tool.

• Directs technical support and troubleshooting functions for telephone and case management systems issues in human resources.

• Coordinates with agency customers and human resource staff to ensure business processes support requirements for Financial Disclosure applications, and ensures application modifications are made as necessary.

• Facilitates employee investigations involving the misuse of information technology resources by authorizing the release of e-mail, phone, and internet records.

• Directs arrest activity reporting functions for employees under the Governor’s jurisdiction.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human resource management.

• Knowledge of federal laws and regulations pertaining to human resource programs.

• Knowledge of the methods and techniques used in data collection and analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret legislation, regulations, policies, and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional human resources experience, which includes four years of analytics or metrics experience and two years of supervisory experience; and a bachelor’s degree;

or

• Any equivalent combination of experience and training which includes two years of professional supervisory experience in human resources.
