SERIES NATURE OF WORK: The Equal Opportunity job series describes work in the administration and monitoring of equal opportunity programs.

DEFINITION: This is paraprofessional equal opportunity (EO) and/or contract compliance work.

An employee in this job performs technical duties of a paraprofessional nature in the field of EO and/or contract compliance. Work involves communicating with job applicants, employees, program officials, contractors, and the public to provide and explain EO rules, procedures, and processes; gathering information for use in various EO processes; and conducting interviews with parties to an investigation to gather general information. Work requires the analysis of varied data for formulating recommended actions within prescribed guidelines. Work may include varied clerical duties incidental to the technical aspects of the work. Work is performed independently and is reviewed upon completion for accuracy and adherence to program policies.

• Reviews job postings, media advertisements, and other agency recruitment materials for adherence to Commonwealth recruitment standards.

• Gathers data on agency human resource practices, such as appointments, transfers, terminations, promotions, complaints handling, trainings, and implementation of EO policies and statements to identify areas of non-compliance and report deviations from established standards.

• Maintains contact listings for minority, women-owned, and disadvantaged business owners.

• Monitors EO and contract compliance review dates and corrective action plan status.

• Updates the agency EO website.

• Maintains EO and contract compliance files.

• Assists in the development of interview questions for discrimination complaint investigations.

• Participates in developing, conducting, and evaluating EO, civil rights, and contract compliance training programs.

• Counsels job applicants, employees, service recipients, and contractors on career and contract opportunities, training programs, and discrimination complaint procedures.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret numerical information.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING:

• One year as a Human Resource Assistant 1 (Commonwealth title);

or

• Two years of clerical experience;

or

• An equivalent combination of experience and training.
