SERIES NATURE OF WORK: The Equal Opportunity job series describes work in the administration and monitoring of equal opportunity programs.
DEFINITION: This is beginning level professional equal opportunity (EO) and/or contract compliance work.
An employee in this job performs beginning level professional EO and/or contract compliance work applying professional judgement within clearly defined policies and procedures. Work involves reviewing and analyzing data and providing recommendations on specific components of an EO program or an entire program within more specific policy guidelines. Work includes interpreting and applying laws, rules, and regulations to investigate discrimination complaints, reviewing requests for accommodations, and providing information and guidance on EO issues to employees or recipients of federally funded benefits and services. Supervision may be exercised over paraprofessional and clerical staff. Work is performed under the direction of a higher-level specialist or supervisor and is reviewed in progress and upon completion for adherence to program policies and guidelines.

• Advises supervisors and managers regarding the resolution of EO problems and issues.
• Advises job applicants, employees, service recipients, and contractors on career and contract opportunities, training programs, and procedures for discrimination complaints.
• Conducts initial interviews to determine jurisdiction.
• Conducts investigations of internal complaints of discrimination.
• Drafts findings resulting from discrimination complaint investigations.
• Evaluates contracts, awards, and selection processes for small and disadvantaged businesses, minority firms, and women-owned businesses for compliance with applicable laws and regulations.
• Prepares reports on EO, contractor compliance, and program compliance.
• Monitors and evaluates personnel transactions to ensure compliance with EO program plans and goals.
• Assists new contractors in the completion of EO forms and applicable attachments.
• Participates in the development and presentation of training programs and workshops.
• Drafts assigned segments of an agency’s EO plan.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of state and federal laws and regulations governing equal opportunity and non-discrimination.
• Knowledge of the principles, methods, and techniques of equal opportunity or human resource administration.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret numerical information.
• Ability to apply critical thinking skills to identify and resolve problems.
• Ability to analyze and interpret regulations, policies, and procedures.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Successful completion of the Human Resource Management Trainee program (Commonwealth title);
or
• One year as an Equal Opportunity Assistant or Human Resource Assistant 2 (Commonwealth titles);
or
• One year of paraprofessional analytical experience in an equal opportunity or human resource program;
or
• An equivalent combination of experience and training.
