SERIES NATURE OF WORK: The Equal Opportunity job series describes work in the administration and monitoring of equal opportunity programs.
DEFINITION: This is professional equal opportunity (EO) and/or contract compliance work.
An employee in this job performs professional EO and/or contract compliance work administering EO programs. Work involves investigating discrimination complaints and presenting findings; monitoring compliance for programs and/or projects receiving federal funding; researching and issuing determinations on requests for disability and pregnancy-related accommodations; counseling individuals on the provisions of EO laws, policies, and procedures; and/or developing and providing training. Work also involves participating in the development and implementation of policies and procedures. Supervision may be exercised over professional, paraprofessional, and clerical staff. Work is performed independently and is reviewed through conferences and reports.
DISTINGUISHING CHARACTERISTICS:
• Work is differentiated from the lower level based on the responsibility for analyzing EO and/or contract compliance issues, programs, or processes that are not governed by procedures or strict guidelines.

• Conducts discrimination complaint investigations.
• Analyzes workforce and client data for contractors, grantees, and service providers to determine compliance with state and federal EO and nondiscrimination requirements.
• Assists in the development of agency EO program policies and procedures.
• Advises job applicants, employees, service recipients, and contractors on career and contract opportunities, training programs, and procedures for discrimination complaints.
• Develops and presents EO related training programs and workshops.
• Issues determinations for disability and pregnancy-related accommodations.
• Provides technical assistance and consultation to agency staff, supervisors, and managers regarding EO issues.
• Prepares reports on EO, contractor compliance, and federal program compliance.
• Develops case files documenting discrimination complaint investigations and findings.
• Conducts audits and on-site visits of Commonwealth facilities to ensure compliance with EO and contract compliance program goals and requirements.
• Develops audit criteria for compliance reviews.
• Monitors compliance with Title VI and/or Title VII of the Civil Rights Act of 1964.
• Provides guidance to Diverse Businesses (DBs) and Disadvantaged Business Enterprises (DBEs) on certification procedures.
• Ensures that Commonwealth contractors and grantees comply with the Commonwealth’s Contract Compliance Program and do not discriminate in the hiring and treatment of their employees.
• Develops and monitors contractor adherence to corrective action plans and imposes sanctions.
• Develops an agency’s EO plan.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of state and federal laws and regulations governing equal opportunity and non-discrimination.
• Knowledge of the principles, methods, and techniques of equal opportunity and human resource administration.
• Knowledge of use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret numerical information.
• Ability to apply critical thinking skills to identify and resolve problems.
• Ability to analyze and interpret regulations, policies, and procedures.
• Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth titles);
or
• Successful completion of the Pennsylvania Management Associate program (Commonwealth title);
or
• Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor’s degree;
or
• An equivalent combination of experience and training.
