SERIES NATURE OF WORK: The Equal Opportunity job series describes work in the administration and monitoring of equal opportunity programs.
DEFINITION: This is professional supervisory and managerial work directing an equal opportunity or contract compliance program in a Commonwealth agency.
An employee in this job directs, through subordinate staff, an agency’s equal opportunity program, which may include contract compliance programs and other civil rights compliance programs mandated by state or federal laws and regulations. Supervision is exercised over advanced professional, paraprofessional, and clerical staff. Work is reviewed through meetings, reports, and an evaluation of overall program results.
DISTINGUISHING CHARACTERISTICS:
• Work is differentiated from the lower level based on the responsibility for supervising positions at the Equal Opportunity Specialist 3 level or equivalent.

• Directs an agency equal opportunity or contract compliance program.
• Oversees the development of agency policies, procedures, and objectives to implement Commonwealth programs of non-discrimination and equal opportunity for employees, contractors, and service recipients.
• Manages the investigation of allegations of discrimination or non-compliance brought by employees, program participants, clients, or community groups.
• Directs the development and presentation of equal opportunity, civil rights compliance, contract compliance, and discrimination trainings.
• Meets with agency managers, program providers, and contractors to provide program assistance, encourage compliance, interpret regulations, and delineate program objectives.
• Directs the development of agency efforts to increase minority, women, and disadvantaged business enterprise participation.
• Provides guidance to agency leadership on equal opportunity issues.
• Consults with agency legal staff to discuss pending discrimination complaints.
• Prepares detailed reports on equal opportunity, contractor compliance, federal program compliance, and findings and recommendations resulting from discrimination complaint investigations.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related duties as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of state and federal laws and regulations governing equal opportunity and non-discrimination, contract compliance, and civil rights programs.
• Knowledge of the principles, methods, and techniques of equal opportunity program administration.
• Knowledge of interviewing methods and techniques.
• Knowledge of the principles and techniques of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret numerical information.
• Ability to apply critical thinking skills to identify and resolve problems.
• Ability to analyze and interpret regulations, policies, and procedures.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as an Equal Opportunity Specialist 3 (Commonwealth title);
or
• Four years of analytical experience in an equal opportunity program that includes three years of professional experience and one year of supervisory experience, and a bachelor’s degree;
or
• An equivalent combination of experience and training that includes one year of supervisory experience.
