FIELD HUMAN RESOURCE OFFICER 2

DEFINITION: This is managerial human resource work in directing the human resource program at a medium-size Commonwealth field site such as a county assistance office, veterans' center, Public Welfare institution or state correctional facility.

An employee in this class directs a human resource program encompassing the full range of human resource programs in a facility or operation with a complement between 300 and 800 salaried positions. Positions in a correctional facility which have responsibility for the staff development function may have a complement level under 550 salaried positions. Work is normally carried out in a twenty-four operational work environment, except in the case of a county board of assistance human resource operation which provides human resource services for a number of county boards. Work at this level is characterized by limited classification authority and moderate labor relations activity. Supervision is exercised over a staff of professional, para-professional and/or clerical positions. Supervision is received from an administrative superior through a review of work in progress and upon completion for results obtained.

EXAMPLES OF WORK: Directs the human resource program at a medium size Commonwealth field site such as a county assistance office, veterans' center, Public Welfare institution, or a state correctional facility.

Directs a human resource program encompassing the full range of human resource programs in a facility or operation with a complement between 300 and 800 salaried positions, or, in a correctional facility with a complement level under 550 salaried positions providing the program includes responsibility for the staff development function.

Supervises a staff of professional, para-professional and/or clerical employees.

Implements Commonwealth and departmental human resource policies at the field site.

Conducts or directs the conduct of position classification reviews and recommends proper classification to the agency's central human resource office. Limited classification authority is usually delegated to the field sites by the agency's central human resource office.

Advises supervisors and managers on matters involving employee discipline and seeks central office guidance on severe forms of discipline.

Provides technical assistance to supervisors and managers on the administration of collective bargaining agreements and seeks central office guidance on the more difficult contract interpretation issues.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the basic principles and practices of position classification in the public service.

Knowledge of the basic principles, methods, and techniques of public human resource administration.

Knowledge of the principles of employee relations.

Knowledge of the policies and practices of employee selection, development, and equal employment opportunity.

Knowledge of employee benefit administration.

Knowledge of the principles of employee training and development.

Ability to understand and apply the Commonwealth's Human resource and Payroll System.

Ability to understand and apply the Commonwealth's Civil Service and Non-Civil Service rules, policies, and procedures.

Ability to apply the above referenced knowledges in the administration of the agency's human resource program.

Ability to supervise the performance of professional, para-professional, and/or clerical employees.

Ability to read, interpret, and apply human resource provisions as stated in rules, regulations, contracts, and other controlling procedures.

Ability to read, write, and communicate orally in English.

Ability to develop and maintain effective working relationships with associates, supervisors, managers, representatives of employee organizations, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Human Resource Analyst 2 or a Field Human Resource Officer 1;

Three years of professional human resource work, and a bachelor's degree;

                                                                                                                                                         or

An equivalent combination of experience and training.
