FIELD HUMAN RESOURCE OFFICER 3

DEFINITION: This is managerial human resource work in directing the human resource program at a large Commonwealth field site such as a Department of Transportation Engineering District Office, the largest county boards of assistance, and the largest correctional and Public Welfare institutions.

An employee in this class directs a human resource program encompassing the full range of human resource programs including the responsibility for staff development. Work is normally carried out in a twenty-four hour operational work environment with a salaried complement of over 550 positions. In non twenty-four hour operations such as the Department of Transportation and county boards of assistance, the size and complexity of the human resource program and labor relations activities justifies the higher level. Work is characterized by more intense involvement in the classification and labor relations function. Supervision is exercised over a staff of professional, para-professional and clerical positions. Supervision is received from an administrative superior through a review of work in progress and upon completion for results obtained.

EXAMPLES OF WORK: Directs the human resource program at a large Commonwealth field site such as a Department of Transportation Engineering District Office, the largest county boards of assistance and the largest correctional and Public Welfare institutions.

Directs a human resource program encompassing the full range of human resource programs in a twenty-four hour operational work environment with a salaried complement over 550 positions or in a non twenty-four hour operation such as a Department of Transportation Engineering District Office or county board of assistance where the size, complexity, and labor relations activities of the human resource program justify this level.

Supervises a staff of professional, para-professional and clerical employees.

Implements Commonwealth and departmental human resource policies at the field site.

Directs the conduct of position classification reviews and recommends proper classification to the agency's central human resource office. Limited classification authority is usually delegated to the field sites by the agency's central human resource office.

Advises supervisors and managers on matters involving employee discipline and seeks central office guidance on severe forms of discipline.

Provides technical assistance to supervisors and managers on the administration of collective bargaining agreements and seeks central office guidance on the more difficult contract interpretation issues.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the basic principles and practices of position classification in the public service.

Knowledge of the basic principles, methods, and techniques of public human resource administration.

Knowledge of the principles of employee relations.

Knowledge of the policies and practices of employee selection, development and equal employment opportunity.

Knowledge of employee benefit administration.

Knowledge of the principles of employee training and development.

Ability to understand and apply the Commonwealth's Human resource and Payroll System.

Ability to understand and apply the Commonwealth's Civil Service and Non-Civil Service rules, policies, and procedures.

Ability to apply the above referenced knowledges in the administration of the agency's human resource program.

Ability to supervise the performance of professional, para-professional, and/or clerical employees.

Ability to read, interpret, and apply human resource provisions as stated in rules, regulations, contracts, and other controlling procedures.

Ability to read, write, and communicate orally in English.

Ability to develop and maintain effective working relationships with associates, supervisors, managers, representatives of employee organizations, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Human Resource Analyst 3, a Field Human Resource Officer 2, or a Human Resource Director 1;

or

Four years of professional human resource experience which included one year of supervisory experience, and a bachelor's degree;

or

An equivalent combination of experience and training.
