JOB TITLE: HUMAN RESOURCE ASSISTANT 2

SERIES NATURE OF WORK: The Human Resource (HR) job series describes work in the administration and delivery of HR programs and services.

DEFINITION: This is paraprofessional HR work.

An employee in this job participates in the administration of HR programs by analyzing HR information to take or recommend appropriate action. Work is performed independently and is reviewed upon completion for accuracy and adherence to program policies.

• Employee Relations: Work involves evaluating supporting documents for probationary period extensions, obtaining union concurrence, and preparing notification correspondence; reviewing employee internet, email, and corporate card usage to identify inappropriate use and to recommend appropriate action; and identifying and researching employee arrest reports and providing findings and recommendations for action.

• Family and Medical Leave Act (FMLA): Work involves coordinating requests for FMLA leave, providing FMLA program and eligibility information to employees, analyzing medical documentation to make eligibility determinations, ensuring correct input of FMLA leave, tracking individual entitlements to ensure benefit limits are communicated to employees, and forwarding FMLA correspondence to supervisors and managers.

• Organization Management: Work involves evaluating positions for proper classification by reviewing position descriptions and job specifications with clear standards to make classification recommendations. Work may also involve reviewing supervisory change requests or ensuring appropriate role assignments.

• Talent Acquisition:

• At the enterprise level, work involves providing technical support for the hiring process by maintaining relevant reports, assisting with completing forms, and assisting with hiring requests; generating letters for list removal requests; receiving and reviewing all merit and nonmerit-covered requisitions, creating standardized exam plans and postings, processing tasks for completed exam plans and postings, and performing quality assurance checks.

• At the agency level, based on discussions with hiring managers, work involves preparing and submitting requisitions to fill positions, preparing position posting requests, coordinating and scheduling interviews and pre-employment tests, and reviewing employment applications and resumes to ensure applicants meet minimum experience and training requirements for internally posted positions.

• Talent Development: Work involves assisting with the review, development, conduct, and evaluation of training; and the presentation of training courses.

• Time and Attendance: Work involves providing oversight and instruction to timekeepers to ensure proper payroll input, reviewing time and payroll reports to detect and correct input errors and processing problems, and analyzing time records for evidence of abuse or misuse.

• Transactions and Call Center: At the enterprise level, work involves assisting with HR customer service work by responding to inquiries and assisting with HR transactions including benefits and enrollment information or position action requests and related systems transactions.

• Work Related Injury (WRI): Work involves coordinating incident only and medical only WRI claims by providing assistance to employees and supervisors when claims are filed; evaluating and recommending approval or denial of claims; obtaining missing information and adjusting claim information; and monitoring active claims.

• Work may also involve supervising staff at the Human Resource Assistant 1 level or equivalent.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of human resource programs.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze and interpret written information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Human Resource Assistant 1 (Commonwealth title);

or

• One year of clerical or other comparable experience and one year of beginning level paraprofessional human resource or equal opportunity work;

or

• An equivalent combination of experience and training.
