HUMAN RESOURCE ASSISTANT 2

DEFINITION: This is para-professional work in the field of public human resource.

An employee in this class performs technical duties of a para-professional nature in the field of public human resource work. Work involves performing duties in any or all of the various areas of public human resource work, including classification, compensation, employee benefits and selection, examination development, human resource research and evaluation, applicant assessment, employee training, human resource management systems operations, and responsibility for administering test program at daily centers. Assignments usually involve person-to person communication with job applicants, other employees, program officials, and the public, and require the analysis of varied data for formulating recommended action within prescribed guidelines. Although employees may perform varied clerical work incidental to the technical aspects of public human resource work, the majority of duties are performed in the technical aspects of the program. Work at this level is further distinguished from the next lower level by entailment of the responsibility for taking or recommending appropriate action as a result of the analysis of data. While assignments involving the analysis of information are reviewed in detail before implementation, other aspects of the work are performed with considerable independence.

EXAMPLES OF WORK: Participates in the development and administration of examination programs by extracting and evaluating appropriate examination materials from files, evaluating and rating applications, editing and rewriting examination materials, writing examination announcements, counseling applicants concerning career opportunities or their performance in an examination, and accompanying analysts at meetings with agency program officials in the design of examination programs and development of test questions and other assessment techniques.

Conducts classifications interviews, prepares interview reports, and recommends appropriate classification action in situations where organizations are relatively stable and classification standards are clear; writes position descriptions from interview with employees or program officials.

Interviews agency program officials in determining training needs and developing training programs, prepares schedules for training programs, gathers and assembles pertinent literature for use in training programs, participates in role-playing and conducts segments of training sessions, prepares correspondence, and performs other technical and administrative support for both in-house and off-site training programs.

Participates in a variety of human resource program areas such as employee benefits and services, recruitment and placement, manpower planning, human resource rules and procedures development, human resource research, and labor relations by performing duties such as gathering data from publications, files, and interviews, analyzing data, recommending appropriate activity, supporting data to substantiate recommended actions.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the objectives and procedures of public human resource administration.

Knowledge of individual and group behavior and ways of working effectively with people.

Knowledge of English grammar and expression at the level acceptable for high school graduation.

Ability to perform basic arithmetical computations using addition, subtraction, multiplication, and division, including the use of decimals and fractions.

Ability to read and comprehend human resource procedures, rules and regulations.

Ability to analyze information, initiate appropriate action, and formulate recommended solutions in accordance with prescribe policy and procedures.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Human Resource Assistant 1;

                                                                                                                                                   or

Two years of clerical or other comparable experience, one year of which involved performance of limited technical duties in the field of human resource work;

                                                                                                                                                   or

An equivalent combination of experience and training.
