SERIES NATURE OF WORK: The Alcohol Education Specialist series describes work in the development and delivery of alcohol education and outreach services at the Pennsylvania Liquor Control Board (PLCB).
DEFINITION: This is trainee level work in the field of alcohol education and outreach services at the PLCB.
An employee in this job participates in on-the-job and classroom training designed to develop technical skills and knowledge in issues related to underage and dangerous drinking, the development and delivery of alcohol education and outreach services, and the legal and regulatory issues pertaining to alcohol. Work involves assisting Alcohol Education Specialists in agency-provided licensee training, evaluating and monitoring third-party provided licensee training, and assisting in the provision of technical assistance to licensees and their employees in all aspects of the Responsible Alcohol Management Program (RAMP). Work may include participating in evaluating grant applications; assisting in monitoring the administration of PLCB-issued grants used by community groups, government and law enforcement agencies, educational institutions, and other entities for alcohol education and abuse prevention initiatives; and assisting in providing technical assistance to outside organizations for alcohol education and abuse prevention initiatives. Work also involves the performance of increasingly more difficult duties as technical proficiency is acquired. Supervision is received from an Alcohol Education Specialist Supervisor, who assigns work with detailed instructions and reviews work while in progress and upon completion for technical accuracy and proficiency.

• Participates in training programs and conferences, and engages in reading and research on issues related to underage and dangerous drinking and the legal and regulatory issues pertaining to alcohol, in order to develop the required knowledges and abilities in the development and delivery of alcohol education and outreach services.
• Participates in the conduct of owner/manager Responsible Alcohol Management Program training sessions.
• Assists higher-level staff in conveying, interpreting, and explaining PLCB grant services, objectives, policies, and application procedures.
• Participates in the evaluation of independently-provided alcohol seller/server trainings to ensure accurate curriculum content and professional delivery of information.
• Assists in evaluating and scoring grant applications to determine adherence to grant requirements.
• Attends conferences, seminars, and exhibitions, which may include making presentations and responding to questions about PLCB alcohol education and outreach initiatives.
• Assists in monitoring grantees’ expenditures of funds and progress in achieving outcomes specified in approved grant applications.
• Participates in the collection and preparation of statistical data for Bureau reports.
• Assists in preparing responses to inquiries from the public regarding alcohol related issues.
• Develops effective working relationships with external stakeholders.
• Performs related work as required.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
