JOB TITLE: DIRECTOR, OFFICE OF EDUCATION, COMMUNICATIONS AND PARTNERSHIPS

DEFINITION: This is professional managerial work directing the activities of the Office of Education, Communications and Partnerships in the Department of Conservation and Natural Resources (DCNR).

The employee in this job plans, directs, and coordinates the activities of a professional staff responsible for DCNR communications, media relations, and public information programs; consolidates and coordinates the education and interpretation programs; develops, implements, and evaluates community outreach programs; and develops partnerships with local governments, non-profit organizations, and special interest groups. Work involves researching and formulating polices that have statewide impact; providing advice and recommendations to the Secretary, DCNR regarding policy issues; and researching proposed legislation for possible impact and recommending support or opposition. Work is assigned by the agency head in the form of broad goals and objectives and is reviewed upon completion for attainment of goals and objectives.

• Directs the communications, media relations, public information, and community outreach programs for DCNR;

• Coordinates and ensures continuity in the education and interpretation programs.

• Meets with local, state, and federal officials, special interest groups, advisory committees, and the public to inform and advance the department’s mission and to encourage public outreach and participation efforts.

• Reviews and analyzes reports and other information to determine program trends and effectiveness.

• Researches and formulates policy.

• Reviews proposed legislation for possible impact and recommends support or opposition.

• Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or programs.

• Provides advice on unusual, difficult, sensitive, or precedent setting problems.

• Represents the department in dealings with federal officials, other commonwealth agencies, special interest groups, and the public.

• Develops and delivers speeches and presentations to special interest groups, legislators, media, and the public on the department’s mission and programs.

• Conducts or chairs public meetings concerning the department’s activities, programs, and mission.

• An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of effective public relations techniques, tools, and procedures.

• Knowledge of the methods and techniques utilized in natural resource conservation and stewardship program planning and evaluation.

• Knowledge of the methods and practices utilized in educational and interpretative programming and operations.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read, interpret, and apply commonwealth and departmental administrative rules, regulations, policies, and procedures.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional experience in directing and managing a wildlife or natural resource conservation and stewardship program, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
