EMPLOYMENT SECURITY MANAGER 1
DEFINITION: This is managerial employment security work of a minor administrative and supervisory nature.
An employee in this class plans, organizes, and directs the activities of a full-functioning local office, a specialized employment service office, or a claims office. Work involves the assignment, training and evaluation of staff, the establishment and maintenance of effective community contacts, and the collection and reporting of statistical and labor market information. An important aspect of this work is coordinating activities with other governmental offices including Service Delivery Areas, economic planning groups; industrial, civil and labor groups to ensure satisfactory services. Work is carried out through subordinate supervisors who carry responsibility for unemployment compensation, placement activities, and employer services. Employees plan, organize and carry out work within well defined policies, procedures, rules and regulations applicable to the program functions. Work is reviewed by the regional director through reports, conferences, observations, and for overall effectiveness of agency programs.
EXAMPLES OF WORK: Plans, coordinates, and directs all employment service, unemployment compensation, and related activities in a full-functioning local office; or is responsible for all operations of a claims office, or specialized employment service office.
Conducts training sessions on new and revised procedures and directs their application, and provide guidance to unit supervisors on the more difficult and complex phases of placement, unemployment compensation, or job preparation work.
Evaluates the overall effectiveness of office operations through analysis of progress reports, workload statistics, and conferences with unit supervisors, and allocates and transfers staff to meet normal and emergency workload conditions.
Prepares and reviews performance ratings, recommends personnel actions and staff needs to the regional director, determines training needs of staff and participates in training sessions, and plans and conducts staff meetings and conferences.
Supervises the collection and compilation of labor market and occupational information, analyzes community employment problems, and assists employers with problems.
Plans and conducts a program of public information concerning the employment security programs; regularly contacts employers, labor unions, civic officials and groups, and business and trade organizations, to promote understanding and utilization of employment services.
Attends meetings and speaks before various community groups, and occasionally fills speaking engagements on radio and television.
Supervises the maintenance of files and records and the preparation of routine and special reports of office activities.
Develops and implements the plan of service, and maintains and analyzes necessary controls to determine progress towards program goals.
Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal and State laws and regulations pertaining to employment security programs.
Knowledge of the functions and operation of public employment service offices and the objectives of employment security programs.
Knowledge of the principles and practices of effective supervision and in-service training.
Knowledge of provisions, objectives, and goals of Federal and State manpower and unemployment compensation programs.
Knowledge of basic principles and methods of community organization and program interpretation.
Knowledge of current social and economic problems as they relate to the unemployed, disadvantaged, minority groups, veterans, and persons with disabilities.
Knowledge of state and local industrial, labor, business, and agriculture conditions, trends, employment practices, and manpower requirements.
Knowledge of the structure and practices of organized labor.
Knowledge of interviewing techniques in claims determination and placement work.
Ability to plan, organize, coordinate, and direct the work of staff.
Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.
Ability to read and interpret collective bargaining contracts applicable to the work performed by the unit.
Ability to analyze local economic trends, and translate them into plans for meeting the employment security needs of the community.
Ability to communicate effectively, orally and in writing.
Ability to develop and maintain an effective public relations program.
Ability to establish and maintain effective working relationship with individuals, agencies, and the community.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Employment Security Program Supervisor;
or
Three years of technical experience in unemployment compensation or public employment service work including one year in a supervisory capacity; and a bachelor's degree;
or
Three years of managerial, administrative, or consultative work involving planning and coordinating the work of others including two years in a public employment service agency or a closely related program within or outside government service; and a bachelor's degree;
or
Any equivalent combination of experience and training that included two years in a public employment service agency or a closely related program within or outside government service, including or supplemented by one year of supervisory experience.
