EMPLOYMENT SECURITY MANAGER 2

DEFINITION: This is managerial employment security work of an administrative and supervisory nature.

An employee in this class plans, organizes, and directs the activities of any of the largest full-functioning job center offices; or plans, organizes, and directs the activities of all smaller job center offices within any non-metropolitan region and the activities of the region's technical program staff. Since a manager of any of the largest and more complex offices or cluster of all smaller offices within an assigned region devotes considerable time to administrative and public relations activities, subordinate program or office managers are delegated much of the responsibility for the internal operations of the offices. Work is carried out through one or more subordinate Employment Security Program Managers and Supervisors in the largest offices; or through Employment Security Managers 1 for the smaller offices and technical Employment Security Specialists within a region. Work is performed within well defined policies, procedures, rules and regulations. Work is reviewed by the regional director through reports, conferences, observations and for overall effectiveness of agency programs.

EXAMPLES OF WORK: Plans, coordinates, and directs all employment service, unemployment compensation, and related activities of any of the largest full-functioning job center offices; or plans, organizes, and directs the activities of all smaller job center offices within any non-metropolitan region and the activities of the region's technical program staff.

Plans and conducts staff meetings and conferences to interpret program objectives and new or revised procedures, discuss ways of improving operations, promote uniform application of agency rules and regulations, or resolve personnel and other problems.

Evaluates the overall effectiveness of office operations through analysis of progress reports, work load statistics, and personal inspection, and plans and controls staff utilization to meet normal and fluctuating work load conditions.

Prepares and reviews performance ratings, recommends personnel actions and staff needs to the regional director, determines training needs and makes arrangements for such training.

Supervises the collection and compilation of labor market and occupational information, analyzes community employment problems, and assists employers with problems.

Plans and conducts a program of public information concerning the employment security programs; regularly contacts employers, labor unions, and other government and community organizations to promote understanding of employment services.

Attends meetings and speaks before various community groups, and occasionally fills speaking engagements on radio and television.

Directs the maintenance of files and records and the preparation of routine and special reports of office operations.

Develops and implements the plan of service, and maintains and analyzes necessary controls to determine progress towards program goals.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal and State laws and regulations pertaining to employment security programs.

Knowledge of the functions and operation of public employment service offices and the objectives of employment security programs.

Knowledge of the principles and practices of effective supervision and in-service training.

Knowledge of provisions, objectives, and goals of Federal and State manpower and unemployment compensation programs.

Knowledge of basic principles and methods of community organization and program interpretation.

Knowledge of current social and economic problems as they relate to the unemployed, disadvantaged, minority groups, veterans, and persons with disabilities.

Knowledge of state and local industrial, labor, business, and agriculture conditions, trends, employment practices, and manpower requirements.

Knowledge of the structure and practices of organized labor.

Knowledge of interviewing techniques in claims determination and placement work.

Ability to plan, organize, coordinate, and direct the work of staff.

Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to read and interpret collective bargaining contracts applicable to the work performed by the unit.

Ability to analyze local economic trends, and translate them into plans for meeting the employment security needs of the community.

Ability to communicate effectively, orally and in writing.

Ability to develop and maintain an effective public relations program.

Ability to establish and maintain effective working relationship with individuals, agencies, and the community.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Employment Security Manager 1, or Employment Security Program Manager;

                                                                                                                                                                                                   or

Four years of technical experience in unemployment compensation or public employment service work including one year in a supervisory capacity; and a bachelor's degree;

                                                                                                                                                                                                   or

Four years of managerial, administrative, or consultative work involving planning and coordinating the work of others including three years in a public employment service agency or a closely related program within or outside government service; and a bachelor's degree;

                                                                                                                                                                                                   or

Any equivalent combination of experience and training that included three years in a public employment service agency or a closely related program within or outside government service, including or supplemented by one year of supervisory experience.
