SERIES NATURE OF WORK: The Career Advisor job series describes professional employment services and outreach work to customers within a local workforce development area to develop and implement plans that result in suitable employment for an individual and qualified employees for a business.

DEFINITION: This is professional employment services and outreach work in a local workforce development area.

An employee in this job provides the full range of employment services to job seekers and/or employers to advance employment opportunities in the commonwealth. Job seeker services involve performing comprehensive assessments to determine job readiness, placement potential, and training opportunities in the local workforce development area, which include planning and conducting in-depth group and individual career counseling to develop or enhance job skills; assisting job seekers to develop and implement individualized employment plans; identifying and correcting customers’ barriers to employment; clarifying career objectives, interests, skills, and abilities; assisting job seekers to develop and reach career objectives using acceptable career coaching strategies; and referring job seekers to community resources to address employment barriers. Employer services involve promoting services and programs available through the commonwealth’s workforce development system, which include determining employer staffing needs; developing and advertising employment opportunities; referring job seekers to job openings; and proposing strategies and solutions to address the recruitment and workforce needs of local businesses. Work may also involve ongoing collaboration with community organizations, local service providers, workforce development partners, and other public and private entities to foster cooperation, promote local workforce development initiatives, and improve services and service delivery. Employees in this job may provide job seeker services, employer services, or both. Assignments are performed independently in accordance with agency and program policies and procedures, and work is reviewed by a supervisor or administrator through conferences and the evaluation of reports and results.

• Coaches job seekers on job skills development, conducting job searches, interviewing techniques, resume-writing, networking, and applying for training and associated funding; and conducts follow-up appointments with customers to monitor progress toward obtaining employment or training.

• Develops, in collaboration with job seekers, individualized employment plans by interviewing job seekers to gather information about their employment history, training, education, career goals, employment barriers, interests, skills, and abilities.

• Develops and conducts workshops and orientations to introduce job seekers to the commonwealth’s workforce development system and its functions, services, and benefits.

• Provides program information to employers; disseminates customized labor market information; obtains and validates employer job postings; and determines factors affecting labor market conditions for businesses in the local workforce development area.

• Develops and maintains ongoing professional relationships with for-profit and non-profit businesses and community organizations in the local workforce development area to coordinate referrals to supportive services, to improve service delivery to job seekers and employer customers, and to promote awareness and use of the commonwealth’s workforce development system.

• Documents all service delivery in the electronic online system of record for state and federal reporting purposes.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of interviewing techniques.

• Knowledge of the methods and techniques used in career coaching and employment counseling.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret written information and numerical data.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Successful completion of the Career Advisor Trainee (commonwealth title) training program;

or

• One year of experience interviewing the public to collect and identify customer needs, evaluating eligibility for programs, and researching data to make decisions, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
