CAREER LINK ADMINISTRATOR 2

DEFINITION: This is responsible administrative work in directing and coordinating the activities of a large Career Link site.

An employee in this class is responsible for directing and coordinating the activities of a large one-stop employment and training facility comprised of both public and private service providers. Work involves participation in site strategic planning sessions; serving as liaison between the governing Workforce Investment Board, Local Operator Consortium and local partners to develop and implement operating policies, procedures and program guidelines; ensuring site programs and services meet mandated Federal and state performance standards; interpreting guidelines and requirements; overseeing the development and negotiation of contracts; overseeing program operations to ensure cohesiveness among the site managerial and/or supervisory staff, and monitoring performance of the site. Work at this level is distinguishable from work at the lower level due to the size of the site. This work involves communicating with other government officials, employers, employee unions, and the general public to promote the interests of the site. Work is performed independently with overall direction provided by the Local Operator Consortium, and work is reviewed by an administrative superior through reports, audits, and conferences for effectiveness of operations.

EXAMPLES OF WORK: Integrates and administers employment and training services.

Establishes program objectives, policies and procedures.

Coordinates services provided by the various local partners to ensure the seamless provision of services.

Ensures compliance with laws, guidelines, rules, regulations, policies and procedures pertaining to career link services and the Workforce Investment Act.

Represents the Local Operator Consortium on various boards.

Promotes Career Link activities and services.

Serves as staff resource to the Workforce Investment Board.

Serves as liaison between the Board, Local Operator Consortium, program service providers, and staff.

Administers the activities of managers, technical, administrative and clerical staff.

Oversees the preparation of budget requests.

Oversees fiscal management of the Career Link site.

Oversees the development and negotiation of contracts.

Develops systems to monitor the overall performance of the Career Link site.

Identifies site deficiencies and initiates corrective action.

Oversees the maintenance of records.

Prepares reports and correspondence.

Maintains effective personal relationships to promote the interests of the site.

Employees in this class may participate in the performance of subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal and state laws and regulations pertaining to employment and training.

Knowledge of governmental accounting principles and fiscal management.

Knowledge of policies and procedures regarding legislation and contracting.

Knowledge of the principles and practices of employee supervision.

Ability to manage mandated employment and training programs.

Ability to analyze complex information and formulate substantive recommendations for the development of employment and training grant administration policy.

Ability to exercise sound judgment and discretion in applying and interpreting policies and procedures.

Ability to communicate effectively and express ideas clearly and concisely, orally and in writing.

Ability to coordinate the activities of a wide range of programs.

Ability to establish and maintain effective working relationships with subordinates, other administrative officials and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Career Link Administrator 1 or Employment Security Manager 1;

                                                                                                                                                                                           or

Four years of technical experience in unemployment compensation, public employment or job training service work including two years in a supervisory capacity; and a bachelor's degree;

                                                                                                                                                                                           or

Four years of managerial, administrative, or consultative work involving planning and coordinating the work of others, including three years in a public employment or training service agency or a closely related program; and a bachelor's degree;

                                                                                                                                                                                           or

An equivalent combination of experience and training that included three years in a public employment or training service agency or a closely related program, including or supplemented by two years of supervisory experience.
