SERIES NATURE OF WORK: The Unemployment Compensation Specialist job series describes professional work in planning, implementing, and evaluating unemployment compensation programs on a statewide basis.

DEFINITION: This is professional and supervisory work in the analysis, development, and implementation of unemployment compensation (UC) benefits or tax service programs for employers and unemployed workers.

An employee in this job supervises professional staff responsible for the development, evaluation, and implementation of policies and procedures involving UC benefits, tax services, or workforce development activity to ensure they conform to all applicable legislation, regulations, rules, and guidelines. Work involves overseeing the resolution of operational and programmatic problems to improve program effectiveness, efficiency, and service delivery. Work also involves evaluating, developing, and implementing new or revised unemployment compensation training initiatives; recommending program enhancements; monitoring services provided to UC claimants and employers; and overseeing the investigation and resolution of complex unemployment compensation claims, records, and funds impacting the UC trust fund balance. Work is performed independently under the general direction of an administrative supervisor for effectiveness of results.

   DISTINGUISHING CHARACTERISTICS:

     • Work at this level is distinguished from the lower level by the responsibility for supervising Unemployment Compensation Specialist 2 employees.

• Oversees the resolution of complex UC claims, delivery of technical assistance, and analysis of statistical data involving UC benefits or tax services.

• Oversees UC system research in the areas of UC benefits, workforce development, and tax services to ensure conformity with applicable laws, rules, and regulations.

• Evaluates automated processes and systems to ensure compliance with guidelines; and recommends enhancements, conducts system testing, and troubleshoots issues with Information Technology staff.

• Evaluates and approves written reports, manuals, directives, statistical reports, and procedural instructions; and oversees the development and implementation of evaluation techniques, forms, instructions, and other related material.

• Advises claimants or employers of their rights and responsibilities concerning UC laws, policies, and procedures.

• Reviews information provided by lower-level staff to claimants and employers for conformance with federal regulations, state laws, and departmental policies.

• Evaluates and approves procedural changes and correspondence affecting program administration.

• Oversees UC Rapid Response events due to mass layoffs, plant closings, downsizing, or other closures.

• Oversees fact finding meetings with employers to obtain information and expedite processing for laid-off employees.

• Oversees training performed by lower-level staff to ensure consistent interpretation and implementation of laws, regulations, and procedures.

• Provides training to lower-level staff on the development, use, and interpretation of UC program information.

• Leads staff in conducting special projects, developing reports, and performing reviews associated with program administration.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of unemployment compensation principles and best practices.

• Knowledge of federal and state laws, policies, and procedures applicable to unemployment compensation programs.

• Knowledge of the methods and techniques used in researching, collecting, organizing, reviewing, and assessing data.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret laws, regulations, policies, and procedures.

• Ability to analyze and interpret written information and numerical data.

• Ability to perform mathematical calculations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMORUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as an Unemployment Compensation Specialist 2 (commonwealth title);

or

• Two years of professional work experience in an unemployment compensation program; and a bachelor’s degree;

or

• An equivalent combination of experience and training.
