WORKFORCE DEVELOPMENT ANALYST 2

DEFINITION: This is journey level professional work in the planning, analysis, development, implementation and evaluation of workforce development programs.

An employee in this job independently engages in assignments and activities impacting a broad range of workforce development programs and initiatives. Work includes duties in planning, fiscal support, grant acquisitioning and monitoring, training, rapid response, employment initiatives, and/or program performance assessment in the application of workforce development laws, rules and regulations. Work is differentiated from the lower level analyst in that employees are responsible, after supervisory input, for gathering data and information, analyzing and evaluating specific workforce development programs and initiatives. Work is performed independently within established guidelines and is reviewed by a program supervisor through conferences and reports.

EXAMPLES OF WORK: Plans, designs, implements and evaluates workforce development programs.

Provides technical assistance to workforce partners by identifying system or operational requirements problems and facilitating improvements.

Performs rapid response activities necessary to plan and deliver services to enable dislocated workers to transition to new employment, following either a permanent closure or mass layoff, or other disaster resulting in job dislocation.

Provides information to employers, workers, and unions concerning the Trade Act of 2002 and coordinates the scheduling of Trade Act Benefits Rights Interview process.

Reviews business plans and resource sharing agreements.

Provides user support, in conjunction with IT staff, in the development of enhancements to automated systems, to include policy and procedures involving the utilization of IT resources.

Develops proposals for new or revised guidelines in response to legislative actions, governmental programs or bureau policy.

Provides interpretation and explanation of program policies and initiatives.

Develops agenda material for meetings, briefings, conferences and speeches.

Develops instructional materials for bureau and partner staff.

Develops, organizes and conducts training on workforce development methods, policies, and procedures.

Interacts with federal, state and local partner agencies to share information, develop common goals and objectives and discuss trends.

Conducts necessary research on selected and assigned topics and issues findings with supporting rationale.

Collects and analyzes data for surveys and reports.

Develops procedures for collecting and conducting data for reports.

Represents the bureau at meetings and conferences and prepares written summaries of proceedings.

Provides technical assistance to customers by means of correspondence, telephone and meetings.

Makes periodic visitations to local PACareerLinks to provide assistance in resolving operational or systemic problems.

Engages in special studies and presents findings with supporting rationale.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of Federal and State workforce development laws, rules and regulations.

Ability to read, understand and interpret policies, regulations and procedures related to workforce development program activities and administration.

Ability to identify requisite data sources.

Ability to analyze data and prepare summaries with conclusions and recommendations.

Ability to maintain effective working relationships.

Ability to review and analyze program operations and make recommendations for program improvements.

Ability to develop and assist in the development of training materials and programs.

Ability to evaluate training programs for effectiveness.

Ability to express ideas effectively orally.

Ability to express ideas effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year as a Workforce Development Analyst 1;

                                                                                                                                                                                                     or

Two years of experience in performing technical work in a workforce development program, and a bachelor’s degree;

                                                                                                                                                                                                     or

An equivalent combination of experience and training.
