WORKFORCE DEVELOPMENT SUPERVISOR

DEFINITION: This is professional supervisory work in the planning, analysis, development, implementation and evaluation of workforce development programs.

An employee in this job supervises staff engaged in workforce development programs and activities related to planning, fiscal support, grant acquisitioning and monitoring, training, employment initiatives and/or program performance assessment. Work includes coordinating workflow, determining the appropriate disposition of work and resolving personnel and labor relations problems and issues. Work is assigned by a Workforce Development Manager who reviews work for timeliness and adherence to established objectives and policies.

EXAMPLES OF WORK: Supervises staff performing professional work in the planning, analysis, development, implementation and evaluation of workforce development programs.

Analyzes incoming information and needs, establishes priorities and provides guidance to staff regarding field contacts and the application of governing workforce development laws, regulations and policies.

Prepares correspondence for signature of higher-level officials.

Coordinates the provision of technology support/system enhancements with Information Technology staff in resolving issues relating to workforce development record keeping, reporting requirements and performance standards.

Supervises and coordinates the training of staff and workforce development partners.

Serves as liaison with other partnering agencies involved in workforce development initiatives and policy development.

Ensures technical assistance guides, workforce information notices and workforce guidance letters are developed and maintained.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of Federal and State laws, policies and procedures applicable to workforce development programs.

Ability to perform the full range of supervisory duties.

Ability to analyze data and prepare summaries with conclusions and recommendations.

Ability to analyze program operations, identify problems and inefficiencies and recommend improvements.

Ability to establish and maintain effective working relationships.

Ability to express ideas effectively orally.

Ability to express ideas effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year as a Workforce Development Analyst 2;

                                                                                                                                                                                                    or

Three years of experience in performing technical work in a workforce development program, and a bachelor’s degree;

                                                                                                                                                                                                    or

An equivalent combination of experience and training.
