JOB TITLE: UNEMPLOYMENT COMPENSATION TAX TECHNICIAN SUPERVISOR

SERIES NATURE OF WORK: The Unemployment Compensation (UC) Tax Technician job series describes work determining employer tax liability and maintaining employer tax accounts ensuring compliance with UC laws and regulations.

DEFINITION: This is technical and supervisory work maintaining employer UC tax accounts in the Office of Unemployment Compensation Tax Services (OUCTS), Department of Labor and Industry.

An employee in this job supervises technical staff who maintain employer UC tax accounts. Work involves assigning and reviewing the work of Unemployment Compensation Tax Technicians and Trainees; independently determining unemployment compensation contribution rates and tax liability for complex cases requiring in depth investigation to determine liability and exceptions to standard policy and procedure; reviewing and approving written responses to inquiries from employers and third-party representatives; and providing guidance to others concerning the interpretation and application of UC tax laws, rules, regulations, policies, and procedures. Work is performed independently under the general supervision of an administrative supervisor and is reviewed for adherence to established standards, policies, procedures, and program objectives through reports and conferences.

   DISTINGUISHING CHARACTERISTICS:

     • Work is distinguished from the lower-level job by the responsibility for supervising Unemployment Compensation Tax Technician employees, and independently evaluating complex cases that have the potential to substantially increase the UC Trust Fund balance.

• Supervises the maintenance of employer UC tax accounts, calculation of tax rates, and determination of employer tax liability.

• Calculates contribution rates and determines employer liability for complex cases characterized by multiple fund transfers with multiple acquisition dates and entities with unique or multifaceted considerations regarding liability.

• Determines the most appropriate procedures to be followed in meeting objectives and resolving problems relating to employer accounts and UC tax liability.

• Oversees, evaluates, and approves written responses to inquiries from employers and third-party representatives in accordance with applicable administrative and legal constraints.

• Provides guidance to staff and customers regarding laws, rules, regulations, standards, policies, and program objectives relevant to OUCTS operations.

• Prepares various reports on production and workflow for management.

• Prepares summaries of employer accounts for executive staff.

• Employees in this job may participate in the performance of their subordinates’ work consistent with organizational and operational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the federal and state UC laws related to employer tax liability, UC taxation calculations, and employer UC tax account maintenance.

• Knowledge of the specialized office procedures and best practices used in maintaining UC tax ledgers, balances, and employer accounts.

• Knowledge of the methods and techniques used in data collection and analysis.

• Knowledge of the use and functionality of the Microsoft Office Suite software.

• Ability to determine the accuracy and consistency of UC tax data.

• Ability to read, interpret, and apply laws and regulations relevant to UC taxation.

• Ability to perform basic mathematical calculations, such as addition, subtraction, division, and multiplication.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as an Unemployment Compensation Tax Technician (commonwealth title).
