UNEMPLOYMENT COMPENSATION TAX OPERATIONS MANAGER 2

DEFINITION: This is responsible administrative work directing and coordinating the activities of a major operating section of the Bureau of Employer Tax Operations, Department of Labor and Industry.

An employee in this class is responsible for directing, through Unemployment Compensation Tax Operations Managers 1, employees engaged in determining employee/employer tax liability under federal and Pennsylvania Unemployment Compensation laws and in the maintenance of employer U.C. tax accounts. Work involves application of detailed knowledge of the functions, procedures, and organization of the Bureau of Employer Tax Operations as well as the functions and procedures of other central and field office operational units in application of the principles of unemployment compensation law. Work includes analyzing operations and procedures, and preparing recommendations on procedures and personnel actions. Supervision includes planning, organizing, assigning and review work; the preparation of performance ratings; receiving and resolving employee grievances and complaints; interviewing and recommending employee selection; reviewing and approving leave requests; and evaluating training needs of subordinates. Work is performed independently without technical or professional assistance and is reviewed by an administrative superior for conformance to departmental policies, program objectives and effectiveness through reports and conferences.

EXAMPLES OF WORK: Directs, through Unemployment Compensation Tax Operations Managers 1, a staff of technical and clerical employees engage in determining employee/employer tax liability under federal and Pennsylvania Unemployment Compensation laws and in the maintenance of employer tax accounts through the volume production of a variety of accounting, record, fiscal and statistical data regarding the receipt and deposit of employers contributions; the determination of contribution rates and employer rebates; or other processes relating to the maintenance of the U.C. Fund.

Analyze operational problems, prepares detailed reports of findings with recommendations and assists in implementing procedural or policy changes.

Develops tests and implements internal procedures based on the result of feasibility studies and cost-benefit analyses.

Plans, organizes, and assigns work, determines work priority, and reviews work performance of staff.

Answers correspondence in writing and by telephone by disseminating responses that are in accordance with applicable administrative and legal constraints.

Provides assistance to field managers on operational procedures.

Explains program policies, rules, regulations, standards and objectives to subordinates.

Evaluates employee performance and prepares and signs employee performance evaluation reports.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solution to grievances and complaints.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Interprets rules, regulations, policies, procedures, standards and objectives of the organization or program for subordinates.

Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.

Prepares and assists in preparing specifications for EDP support and in integrating computer processes into unit operations.

Approves or disapproves leave requests.

Initiates corrective disciplinary action for minor misconduct by subordinates and recommends major corrective disciplinary action or disciplinary action or dismissals.

Evaluates educational training needs of subordinates and requests further education and training courses as required.

Attends conferences and seminars with members of the public, organized labor, employer groups, other governmental agencies, and employment security agencies of other states and the federal government regarding various aspects of the U.C. program.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the specialized office procedures and practices used in the assessment and collection of monies for the Unemployment Compensation Fund.

Knowledge of the taxing provisions of federal and PA Unemployment Compensation laws as they relate to employer liability, and the determination of the rate of taxation in the maintenance of employer U.C. tax accounts.

Knowledge of the principles and practices of employee supervision.

Knowledge of the techniques used in planning and assigning work based upon priority criteria.

Knowledge of federal and state U.C. laws and regulations as they relate to the assessment and collection of monies for the U.C. Fund.

Ability to interpret and apply the policies regulations and procedures of federal and state laws relating to the assessment and collection of monies for the Unemployment Compensation Fund.

Ability to assemble, correlate, and appraise facts in order to identify and/or resolve existing or potential processing problems.

Ability to comprehend and apply provisions of applicable collective bargaining agreements in relation to rank and file employees.

Ability to plan, organize, and assign work to subordinates.

Ability to evaluate employee performance and prepare employee performance evaluation reports.

Ability to act judiciously in considering employee complaints, making adjustments, and recommending decisions on formal grievances.

Ability to establish and maintain effective and cooperative working relationships with co-workers, employers and other administrative officers.

Ability to present ideas, methods, procedures, and instructions that relate to a processing function clearly and effectively, orally and in writing.

Ability to use discretion and judgment in dispensing information which may be susceptible to misunderstanding or misuse.

MINIMUM EXPERIENCE AND TRAINING: One year as an Unemployment Compensation Tax Operations Manager 1;

                                                                                                                                                       or

Five years of tax accounting administration experience that included one year of experience in state Unemployment Compensation taxes, and that included or is supplemented by three years of experience supervising employees engaged in tax accounting administration functions;

                                                                                                                                                       or

Any equivalent combination of experience and training that included three years of experience supervising employees engaged in tax accounting administration functions.
