JOB TITLE: UNEMPLOYMENT COMPENSATION TAX OFFICE SUPERVISOR

SERIES NATURE OF WORK: The Unemployment Compensation Tax series describes work in determining employer compliance with the taxing provisions of the Pennsylvania Unemployment Compensation Law.

DEFINITION: This is supervisory work overseeing the operations of a field tax office.

An employee in this job is responsible for planning and administering an auditing, investigative, and advisory program in a field tax office to ensure that employers comply with the taxing provisions of the unemployment compensation law. Work includes determining audit and investigation schedules, participating in pre-audit and post-audit conferences, providing technical assistance and procedural guidance to office staff, and participating in and providing direction on difficult or sensitive cases that may require legal action to enforce compliance. Work also involves frequent contact with employers and their representatives to provide interpretation of the law and administrative regulations. Supervision is exercised over a staff of Unemployment Compensation Tax Agents and clerical personnel. Work is performed independently under the general guidance of an Unemployment Compensation Tax Regional Director who reviews work through conferences and evaluation of reports.

• Plans and administers an auditing and investigative program.

• Assigns audit and investigation cases and monitors completion dates.

• Reviews completed audit reports of subordinates for accounting accuracy and technical soundness.

• Reviews recommendations of subordinates on legal action against non-compliant employers and/or representatives.

• Confers with employers and their representatives on difficult or sensitive audits and investigations and directs the completion of such cases.

• Provides interpretation of the unemployment compensation law and administrative policies to employers and advises them on business practices.

• Reviews recommendations by subordinates to establish deferred payment of delinquencies.

• Analyzes, reviews, and makes determinations regarding applications for compromise of delinquencies.

• Organizes and conducts training sessions and staff meetings to inform subordinates of new and revised policies and procedures.

• Assists in organizing and directing training programs on a regional or state office level.

• Consults with attorneys and central office personnel on complex legal cases and recommends action to be taken.

• Oversees and participates in investigations of employers and claimants concerning fraudulent activities.

• Participates in the development of new or revised statewide policies and standards.

• Implements auditing and enforcement procedures and standards within the area serviced.

• Speaks before civic groups and business organizations about unemployment compensation tax programs.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of accounting principles and methods and their application.

• Ability to analyze and interpret laws and regulations.

• Ability to analyze and interpret accounting data in various accounting systems and reports, including electronic data processing systems.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These are not evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of the taxing provisions of the Pennsylvania Unemployment Compensation Law and related regulations and legal precedents.

• Knowledge of the definitions of covered and non-covered employment, employment exemptions, employer rights and responsibilities, experience rating, bulk sale of assets, and collection methods of enforcing the Pennsylvania Unemployment Compensation Law.

• Knowledge of agency administrative policies and procedures related to unemployment compensation tax compliance and enforcement.

• Knowledge of the principles and practices of supervision.

• Knowledge of the principles and practices of program administration.

• Ability to evaluate unemployment compensation tax problems, recognize irregularities, and recommend corrective measures.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Two years of experience as an Unemployment Compensation Tax Agent;

or

• Two years of professional auditing, accounting, or business management experience that is supplemented by 18 college level credits in finance and accounting, of which at least 6 college level credits are in accounting;

or

• An equivalent combination of experience and training that includes 18 college level credits in finance and accounting, of which at least 6 college level credits are in accounting.
