UNEMPLOYMENT COMPENSATION TAX REGIONAL DIRECTOR

DEFINITION: This is responsible administrative work directing a regional program of determining employer compliance with the taxing provisions of the Pennsylvania Unemployment Compensation Law.

An employee in this job is responsible for planning and directing an auditing, investigative, and advisory program in a region to insure that employers comply with the taxing provisions of the Pennsylvania Unemployment Compensation Law. Work involves directing, reviewing, and coordinating the activities of several field offices. Employees provide advice on complex administrative, technical, and legal problems; visit field offices to evaluate operations and assure adherence to established policies and procedures; and participate in the development of new and revised policies and procedures. Work involves frequent contact with employers, their representatives, and Unemployment Compensation Tax Office Supervisors to resolve complex cases and to advise on business practices in cases of severe liability. Supervision is exercised over Unemployment Compensation Tax Office Supervisors and administrative support staff. Work is performed within the broad framework of existing policies and procedures, but is subject to general review by an administrative superior through conferences and an evaluation of reports.

EXAMPLES OF WORK: Plans, directs, and coordinates an auditing, investigative, and advisory program in a region comprised of several field offices.

Reviews and evaluates field office operations for adherence to state policy and regulations and implements required changes.

Confers with employers and their representatives in complex and sensitive unemployment compensation tax cases and directs the completion of such cases, including legal actions.

Analyzes and reviews applications for compromise of delinquencies and submits recommendations to the Assistant Director of Field Accounting Service.

Consults with attorneys and central office personnel on complex legal cases and recommends action to be taken.

Organizes and directs training programs on a regional or field office level.

Participates in the development of new or revised statewide policies and standards, and implements auditing and enforcement procedures and standards on a regional basis.

Meets with employers, civic groups, students, and other interested people and organizations to explain the provisions of the Unemployment Compensation Law and related administrative matters.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the taxing provisions of the Pennsylvania Unemployment Compensation Law and related administrative policies and practices.

Knowledge of accounting and auditing principles and methods and their application.

Knowledge of business law and business practices.

Knowledge of the Pennsylvania Unemployment Compensation Tax Laws including definitions of covered and noncovered employment, employment exemptions, employer rights and responsibilities, experience rating, bulk sale of assets and collection methods of enforcing the Unemployment Compensation Tax Laws.

Knowledge of the principles and practices of program administration.

Knowledge of the principles and practices of supervision.

Ability to interpret the taxing provisions of the Pennsylvania Unemployment Compensation Law.

Ability to analyze and interpret accounting data in various accounting systems and reports, including electronic data processing systems.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years as an Unemployment Compensation Tax Office Supervisor;

                                                                                                                                                                                                     or

Two years of professional supervisory experience in auditing, accounting, or business management that involves the application of the taxing provisions of the Pennsylvania Unemployment Compensation Law and supplemented by 18 college level credits in finance and accounting, of which at least 6 college level credits are in accounting;

                                                                                                                                                                                                     or

An equivalent combination of experience and training that includes 18 college level credits in finance and accounting, of which at least 6 college level credits are in accounting.
