UNEMPLOYMENT COMPENSATION OPERATIONS MANAGER 2

DEFINITION: This is responsible administrative work in directing the activities of a major operating section of the Bureau of Unemployment Compensation Benefits and Allowances or of the Bureau of Employer Tax Operations in the Office of Employment Security.

An employee in this class is responsible for planning, coordinating and directing a section engaged in extensive accounting and record maintenance functions involving Employer Tax Liability and Claim Payments. Work involves the computation, assessment, and collection of employer taxes and the production of claims determinations and payments. Responsibilities are carried out by adherence to accepted accounting methods and procedures and applicable provisions of the Unemployment Compensation Law. Directs through subordinate management level staff a large group of clerical, technical, and semi-professional employees who are engaged in various phases of operations, determinations, and record-keeping activities. Work is performed independently without technical or professional assistance except where limitations of rules, regulations, and laws are existent. General direction is received through occasional consultation with an administrative superior who outlines the objectives and reviews reports and overall work results.

EXAMPLES OF WORK: Directs the activities of a large staff of technical and clerical staff engaged in volume production of determinations and claim payments on various Federal and state UI programs; the processing of claims adjustments; the preparation of charges against employer accounts resulting from benefit claims; the collection of overpaid monies from claimants; and the maintenance of large volumes of associated records.

Supervises a large staff of technical and clerical employees engaged in the volume production of a variety of accounting, record, fiscal and statistical data entailing receipt and deposit of employers' contributions, maintenance of employer accounts, the determination of contribution rates and employer rebates, or other processes relating to maintenance of the Unemployment Compensation Fund.

Develops, tests and implements internal procedures based on the results of feasibility studies and cost-benefit analyses.

Recommends revision of statewide procedures and methods of operation as indicated by observation and study; consults with administrative officials on effecting necessary changes.

Formulates policy recommendations both on UI Program matters as well as administrative regulations and practices.

Receives and responds to employee grievances and complaints and resolves grievances or recommends disciplinary action.

Provides assistance and guidance to field managers on operational methods and procedures.

Coordinates operations within the section, with other sections, with operations in the field offices, and with operations of Employment Security agencies of other states.

Attends conferences and seminars with members of the public, organized labor, employer groups, other governmental agencies, and Employment Security agencies of other states and the Federal Government regarding various aspects of the UI Program.

Prepares, and assists in preparing, specifications for electronic data processing support, and integrates computer processes into section operations.

Installs and maintains internal employee training programs.

Sets standards and directs the measurement and evaluation of unit and individual performance.

Prepares a variety of reports as required.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal and state UC Laws and regulations and the objectives of the various Employment Security programs as they relate to the collection or disbursement of money from the Unemployment Compensation Fund.

Knowledge of the methods by which automated data processing is integrated into large scale accounting, record, fiscal and statistical operations.

Knowledge of the principles and practices of effective supervision, including a working knowledge of the provisions of applicable collective bargaining agreements.

Knowledge of the functions, practices and procedures of the field offices of the Bureau of Unemployment Compensation Benefits and Allowances or of the Bureau of Employer Tax Operations.

Ability to plan, organize, and supervise the work of subordinate managerial, supervisory, technical and clerical employees who are performing a variety of accounting and clerical operations.

Ability to analyze and comprehend organizational and procedural problems and to make conclusive recommendations to resolve problems or to improve operations.

Ability to translate broad program standards and requirements into specific work standards for units and individuals.

Ability to prepare clear, concise and meaningful user specifications for data processing systems support.

Ability to install and direct an effective employee training program.

Ability to plan and execute studies, develop data, and present oral and written reports clearly and concisely.

Ability to establish and maintain effective and professional working relationships with other administrative officials and the public.

MINIMUM EXPERIENCE AND TRAINING: One year as an Unemployment Compensation Operations Manager 1.

Three years of experience in varied office management, supervisory or technical work which involved operations requiring a working knowledge acquired through continuous application of the provisions of the Unemployment Compensation Law; and a bachelor's degree.
