JOB TITLE: DIRECTOR, OFFICE OF UNEMPLOYMENT COMPENSATION TAX SERVICES, L&I

DEFINITION: This is highly responsible administrative work in directing statewide employer tax operations in the Office of Unemployment Compensation Tax Services, Department of Labor and Industry.

The employee in this job plans, organizes, directs, and coordinates a comprehensive program to collect, account for, and audit all employer contributions to the Unemployment Compensation (UC) Fund. Work involves developing and communicating program policies, plans, and objectives consistent with federal and state legislation, regulations, and priorities. Work includes serving as the principal advisor to and representative of the Secretary and Deputy Secretary on all aspects of the employer tax operations. Supervision is exercised over a large professional, technical, and administrative staff located statewide. Work is performed with a high degree of initiative and independent judgment under the general direction of an administrative supervisor and is reviewed through reports and conferences for overall program effectiveness.

• Manages strategic planning for the bureau to ensure that staff priorities align with bureau and department missions.

• Plans, directs, and coordinates central office and field operations related to employer tax programs.

• Develops and communicates agency policies related to unemployment tax collections, accounting, and auditing.

• Develops and communicates agency policies related to the registration of new employers, including contribution rate assignments, appeals, and experience rating determinations.

• Develops and prepares proposals for legislative changes to state and federal statutes pertaining to UC tax operation functions.

• Advises the Deputy Secretary and Secretary on proposed policies and legislative matters and activities impacting the tax operation function.

• Represents the Deputy Secretary and Secretary at various public and official forums and functions to explain office programs and policies.

• Establishes and maintains effective working relationships with agency and departmental administrators, state officials, legislators, employer groups, labor unions, and the public.

• Interprets federal and state program policies and goals and disseminates relevant information internally and externally.

• Reviews and approves all modifications to the Unemployment Compensation Management System (UCMS) and recommends other IT improvements needed to best serve customers.

• Leads and coordinates applications, monitoring, and execution of grants and grant activities pertaining to UC tax activities.

• The employee in this job may participate in the performance of subordinates’ work consistent with organizational and operational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws, policies, and regulations governing employer UC tax operations.

• Knowledge of the techniques, practices, and current developments in employer UC tax operations programs.

• Knowledge of functions, programs, and available resources of state and federal agencies and organizations as they relate to employer UC tax operations.

• Knowledge of the principles and practices of program planning, evaluation, and administration.

• Knowledge of the principles and methods of evaluating operational efficiency and effectiveness.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read, analyze, and interpret policies, procedures, and regulations.

• Ability to analyze and interpret numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to effectively communicate orally.

• Ability to effectively communicate in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of administrative or consultative experience which includes three years of experience in program planning, policy development, and supervising professionals in a public employment security agency in the area of unemployment compensation, and a bachelor's degree;

or

• An equivalent combination of experience and training.
