DIRECTOR, BUREAU OF WORKFORCE DEVELOPMENT PARTNERSHIP

DEFINITION: This is highly responsible administrative work directing the statewide coordination of job training programs funded through the Department of Labor and Industry.

The employee in this job is responsible for planning, directing, and coordinating the contracting and continued development and improvement of comprehensive training services, particularly to persons who are economically disadvantaged, the underemployed, unemployed, and dislocated workers. Work involves the development of policies and procedures and monitoring and administration of all grants and incentives to local Workforce Investment Areas under the Workforce Investment Act. Work includes budget preparation, statistical computation, and monitoring of field activities, and other technical support functions. An important aspect of the work is the development and promulgation of program policies, plans, and objectives consistent with Federal and state legislation, regulations, and priorities. The employee serves as the principal advisor to the Secretary and Deputy Secretary for Workforce Development on all aspects of these programs. Supervision is exercised over professional, technical, and administrative staff providing services to Workforce Investment Areas. Work is performed with a high degree of initiative and independent judgment under the general direction of the Deputy Secretary for Workforce Development and is reviewed through reports and conferences for overall program effectiveness.

EXAMPLES OF WORK: Plans, organizes, directs, and controls all activities in the administration of the responsibilities for the Department under the Workforce Investment Act.

Develops and promulgates policies related to the effective operation of the Workforce Investment Programs.

Develops and prepares proposals for legislative changes for state and Federal statutes.

Advises the Secretary and Deputy Secretary on legislative changes affecting the Workforce Investment Programs.

Establishes and maintains effective working relationships with agency and departmental administrators, state officials, legislators, employer groups, Workforce Investment Areas, labor unions, and the general public.

Interprets Federal and state program policies and goals and disseminates relevant information internally and externally.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of their subordinates’ work consistent with organizational or operational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal laws, policies, rules, and regulations governing Workforce Investment and related programs.

Knowledge of functions, programs, and available resources of Federal agencies and organizations as they relate to employment and training programs.

Knowledge of the principles and practices of program planning, evaluation, and administration.

Knowledge of the principles and methods of evaluating operational efficiency and effectiveness.

Knowledge of the principles and practices of public administration.

Knowledge of the concepts and best practices of community outreach programs.

Knowledge of principles and practices of employee supervision.

Ability to read, analyze, and interpret policies, procedures, and regulations.

Ability to establish and maintain effective working relationships.

Ability to effectively communicate orally.

Ability to effectively communicate in writing.

MINIMUM EXPERIENCE AND TRAINING: Seven years of managerial, administrative, or consultative work in employment services or workforce development that includes three years in a supervisory capacity; and a bachelor's degree;
