ATTORNEY 3, NON-SUPERVISORY
DEFINITION:
This is responsible non-supervisory professional legal work.
An employee in this job performs professional legal work, which ranges from moderately difficult to complex. Work involves personal responsibility and accountability for difficult and important legal matters within the agency. An employee functions independently, and work is subject to general supervision. Legal advice is sought or received from higher level attorneys on legal issues of unusual complexity, sensitivity, or importance.
EXAMPLES OF WORK:
Provides legal advice, conducts legal research, prepares legal documents and pleadings, and prepares and litigates cases involving moderately complex to complex legal issues, which have a significant impact on the agency's operations and mission.
Renders opinions upon the legality and propriety of rules and regulations of the agency.
Advises agency decision-makers on interpretation of laws and proper courses of action.
Represents the agency on important and difficult legal matters.
Advises agency decision-makers on the revision and codification of existing statutes and assists in drafting new legislation.
Confers with private citizens to advise them on state laws and regulations.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of common law and state and federal laws, in regard to general administrative and regulatory functions of state government.
Knowledge of judicial procedures and of the rules of evidence.
Knowledge of the principles, methods, materials, and practices of legal research.
Knowledge of the methods and practices of pleading civil and criminal cases, and of effective techniques in the presentation of cases in court.
Ability to interpret, analyze, and organize facts, evidence and precedents and to present such material in clear and logical form, as briefs, opinions, orders, or decisions.
Ability to interpret and analyze legal documents and instruments.
Ability to interpret and draft proposed legislation.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effective in writing.
MINIMUM EXPERIENCE AND TRAINING:
Five years of professional legal experience and graduation from an accredited school of law;
or
An equivalent combination of experience and training.
POST EMPLOYMENT REQUIREMENT:
Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.
