ATTORNEY 3, SUPERVISORY, OGC
DEFINITION:
This is supervisory professional legal work under the authority of the Office of General Counsel (OGC).
An employee in this job supervises subordinate attorneys, who perform legal work ranging from entry level to moderately difficult. An employee may also supervise support staff. Supervision includes assigning and reviewing work, evaluating employee performance, resolving complaints or grievances, interpreting labor agreements, and ensuring staff development. An employee in this job may also independently perform legal work ranging from moderately difficult to complex. Legal advice is sought or received on legal issues of unusual complexity, sensitivity, or importance. General supervision is received from a higher level attorney.
EXAMPLES OF WORK:
Supervises subordinate attorneys who perform legal work ranging from entry level to moderately difficult.
Supervises a staff of attorneys and may supervise support staff, by assigning work, reviewing completed work for adherence to standards, and evaluating employee performance through performance evaluation reports.
Provides legal advice, conducts legal research, prepares legal documents and pleadings, and prepares and litigates cases involving moderately difficult to
complex legal issues.
Plans and supervises the operational aspects of the assigned chief counsel's office, such as assigning cases, projects, or studies; scheduling; and directing the
flow of work.
Renders opinions upon the legality and propriety of rules and regulations for the agency.
Advises agency decision-makers on interpretation of laws and proper courses of action.
Represents the agency before trial and appellate courts, involving legal issues of significant impact on the agency's operations and mission.
Represents the agency in hearings and investigations in administrative proceedings.
Represents the agency on important, complex and sensitive legal matters.
Advises agency decision-makers on the revision and codification of existing statutes and assists in drafting new legislation.
Confers with private citizens to advise them on state laws and regulations.
Performs the full range of supervisory duties.
An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of common law and state and federal laws, in regard to general administrative and regulatory functions of state government.
Knowledge of judicial procedures and of the rules of evidence.
Knowledge of the principles, methods, materials, and practices of legal research.
Knowledge of the methods and practices of pleading civil and criminal cases, and of effective techniques in the presentation of cases in court.
Ability to interpret, analyze, and organize facts, evidence, and precedents and to present such material in clear and logical form as briefs, opinions, orders, or decisions.
Ability to interpret and analyze legal documents and instruments.
Ability to interpret and draft legal instruments and proposed legislation.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effective in writing.
MINIMUM EXPERIENCE AND TRAINING
Five years of professional legal experience and graduation from an accredited school of law;
or
An equivalent combination of experience and training.
POST EMPLOYMENT REQUIREMENT:
Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.
