UC APPEALS SYSTEM ADMINISTRATOR

DEFINITION: This is administrative quasi-judicial work in directing a statewide program of unemployment compensation appeals hearings and serving as Secretary to the Unemployment Compensation Board of Review.

The employee in this class directs the activities of Appeals Referee Program Managers and other subordinate staff in the administration of the statewide appeals hearing program; and performs various administrative/liaison duties for the unemployment Compensation Board of Review in managing the processing of second level appeal cases for adjudication by the Board. Work involves formulating policies and procedures for conducting appeals hearings as required by federal and state laws, precedents, and administrative directives, and providing direction to the central office support functions of the Board. Work includes developing and maintaining a current staff-training program. Work is performed within the broad framework of laws, regulations, and policies, subject to review for overall effectiveness by a deputy secretary through conferences, reports, and evaluation of program accomplishment.

EXAMPLES OF WORK: Plans, directs, and supervises the work of Appeals Referee Program Managers and other subordinate staff in carrying out the statewide appeals hearing program.

Acts as Secretary to the Unemployment Compensation Board of Review and supervises central office support functions of the Board.

Prepares hearing schedules and agenda for the Board's hearings and executive sessions.

Formulates and revises policies, procedures, and guidelines governing the conduct of appeal hearings.

Informs subordinate staff of newly adopted or revised policies, procedures, guidelines, rules, and regulations.

Directs the provision of guidance and assistance to subordinates in more difficult cases.

Develops and updates a staff training program for trainee level and experienced Appeals Referees.

Distributes appeals cases to subordinates and expedites disposition of cases.

Assigns and reassigns personnel statewide, as necessary.

Initiates corrective disciplinary action for minor misconduct by employees and recommends major corrective disciplinary actions or dismissals.

Receives grievances and complaints, conduct initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution to grievance or complaint.

Prepares employee performance evaluation reports, and approves/disapproves leave and work schedules of subordinate staff.

Reviews completed cases of subordinate staff for compliance with polices and procedures.

Answers questions from attorneys, state agencies, general public, and public officials relating to appeals policy and procedures, and status of claims.

Supervises arrangements for hearing facilities and the requisitioning of supplies and equipment for subordinate staff.

Participates in subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Pennsylvania Unemployment Compensation Law, related provisions of the federal Social Security Act, and other related state and federal rules, regulations, and laws pertaining to the state unemployment compensation program.

Knowledge of state and federal court decisions and decisions of the Pennsylvania Unemployment Compensation Board of Review in the field of Unemployment Compensation.

Knowledge of the principles and practices of public administration.

Knowledge of the basic principles of procedures and evidence to be followed in the conduct of quasi-judicial hearings.

Knowledge of the basic principles and practices of legal research.

Knowledge of the principles and practices of employee supervision.

Knowledge of current labor agreement provisions which affect the supervision of employees, the assignment of work, handling of grievances, and evaluation of work performance.

Knowledge of the principles of analyzing and appraising testimony, evidence, and legal and administrative documents and records.

Ability to plan and direct an unemployment compensation appeals hearing program.

Ability to plan and direct the work and training of professional and clerical subordinates.

Ability to apply legal and administrative decisions, precedents, and rulings to existing situations.

Ability to apply and interpret policies and procedures.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with other administrative officials and the general public.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an Appeals Referee Program Manager;

Seven years of administrative experience, including five years of program planning and supervisory experience in the field of Unemployment Compensation, and a bachelor's degree in Public Administration or a related area.

Any equivalent combination of experience and training that included five years of program planning and supervisory experience in the field of Unemployment Compensation.
