CHILD SUPPORT ENFORCEMENT MANAGER

DEFINITION:

This is management work directing the Child Support Enforcement Program operations and personnel in an assigned regional office or as a division manager in the Department of Public Welfare.

An employee in this job manages Pennsylvania Child Support Enforcement Program operations through subordinate Child Support Enforcement Program Supervisors in an assigned regional office or central office division. Work involves the review, analysis and interpretation of federal and state laws and court decisions; the review and application of Departmental policies and procedures with regard to the provisions of the child support law and Child Support Enforcement Program activities; interpreting the objectives of child support activities to judges, court officials and governmental and business officials; and providing guidance and assistance to subordinate staff on complex legal problems and unusual child support cases. Supervision is exercised over subordinate Child Support Enforcement Specialist Supervisors and clerical staff. Work requires independent judgment and decision making and is performed under the general supervision of an administrative supervisor who reviews the employee’s work performance through conferences, reports and results achieved in meeting established goals and objectives.

EXAMPLES OF WORK:

Plans, organizes and directs the Child Support Enforcement Program in an assigned regional office or central office division.

Participates in the development of Child Support Enforcement Program policy.

Participates in developing goals and objectives to establish and enforce support obligations and paternity and provide child support enforcement services to clients, court officials, government and business officials.

Plans and organizes work to ensure Child Support Enforcement Program activities are accomplished in accordance with applicable mandates, policies and procedures.

Directs the review of cases for which a precedent has not been established or which requires interpretation.

Reviews reports and records to ensure timely investigations and settlements of child support issues in accordance with policies and procedures.

Coordinates Child Support Enforcement Program activities with inter and intra- governmental agencies and private organizations.

Interprets child support program decisions, policies, procedures and laws to governmental and other organizations.

Develops and maintains effective working relationships with courts, County Domestic Relations Sections, County Assistance Offices and other governmental and business officials.

Performs a full range of supervisory duties.

May participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of case analysis methods, customer service protocols, correspondence standards, and laws involved in providing resolution of child support issues.

Knowledge of the procedures and techniques for initiating action to locate and encumber financial resources of legally responsible individuals and parents of dependent child support enforcement clients through property liens, wage attachments and other legal mechanisms.

Knowledge of the principles and practices of supervision, administration and management.

Knowledge of legal records, regulations, procedures, information technology systems, and information resources used for child support enforcement activities and public assistance programs.

Ability to apply investigative techniques and legal procedures, including rules of evidence and provision of testimony, involved in administrative hearings, other court hearings and child support conferences.

Ability to apply the methods of evaluation and follow up reporting involved in assessing contractual and regulatory conformance of DRS’s to child support service delivery standards.

Ability to analyze and interpret federal and state regulations, county court rules, and Departmental procedures governing the Child Support Enforcement Program.

Ability to analyze and interpret the laws pertaining to the establishment and enforcement of child support obligations.

Ability to analyze and interpret the laws pertaining to the collection and distribution of child support payments to ensure actions taken are legally defensible.

Ability to establish and maintain effective working relationships with associates, governmental officials and public and private groups.

Ability to communicate effectively orally

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

One year of experience as a Child Support Enforcement Specialist Supervisor;

or

Six years of professional human services work experience in a domestic relations office that included the interpretation, application and explanation of program policies and regulations and analysis of information and one year of supervisory work.

or

An equivalent combination of experience and training including two years of professional human services work in a domestic relations office that included the interpretation, application and explanation of program policies and regulations and analysis of information and one year of supervisory work.
