CHIEF LEGISLATIVE ANALYST

DEFINITION: This is responsible supervisory and advisory work in the analysis of legislation, state regulations, and local government project impacts involving financial and programmatic effects.

The employee in this class supervises a technical and clerical staff in the analysis of the content and progress of legislation and state regulations and the operation of a clearinghouse to assure appropriate review of local government projects. Work involves interpreting costs and program implications of all state legislation, drafting legislation, coordinating progress of legislation with the Governor's legislative secretary, and recommending bills which have passed the legislature for either veto or approval by the Governor. Work also involves reviewing all regulations promulgated by state agencies to assure their consistency and clarity, and that effective evaluation procedures exist. Work includes supervising the clearinghouse to assure that appropriate state agencies have an opportunity to comment on local government proposals to avoid conflicts of interests of governmental agencies at the Federal, state, and local levels. This employee prepares fiscal notes for all regulatory actions and administrative procedures published in the Pennsylvania Bulletin concerning potential impact on costs, revenues, and budgetary appropriations. Work is reviewed by the Deputy Secretary for Budget for soundness of conclusions, and effectiveness of results.

EXAMPLES OF WORK: Supervises the analysis of legislation including intent, consistency, effect on existing functions, estimated cost, and predicted future legislative action; prepares draft legislative bills and amendments; monitors progress of bills through the legislative process; maintains communication with the Governor's legislative secretary to resolve difficulties with legislative content or progress; testifies on the fiscal implication of proposed bills; and recommends veto or approval of bills.

Reviews all proposed regulations by state agencies to assure clarity, consistency, fiscal integrity, and the existence of systems to evaluate effectiveness, if adopted.

Supervises a system to assure that local government projects proposing to use Federal funds have been reviewed by appropriate state agencies to assure that such proposals do not conflict with the objectives of those agencies, that appropriate notification is made to Federal, state, and local entities, and preparation of reports of data from a computerized tracking systems.

Prepares fiscal notes on all regulatory actions and administrative procedures published in the Pennsylvania Bulletin, concerning potential impact on costs, revenues, and budgetary appropriations.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the legislative process in the Commonwealth.

Knowledge of legislative research sources, techniques, and methods.

Knowledge of the government structure of the Commonwealth.

Knowledge of the principles and practices of public fiscal administration.

Knowledge of the principles and practices of management and supervision.

Knowledge of the Federal grant applications and approval process.

Ability to comprehend, analyze, interpret and advise on legislation, regulations, and legal procedures.

Ability to draft legislation and regulations.

Ability to organize and present clear and concise oral and written reports on findings and recommendations.

Ability to establish and maintain effective working relationships with subordinates, representatives from other governmental agencies, and the General Assembly.

MINIMUM EXPERIENCE AND TRAINING: Six years of progressively responsible experience in legal or legislative activities and the state's budgeting process and a bachelor's degree;
