LABOR MEDIATION REGIONAL DIRECTOR

DEFINITION: This is responsible administrative and advanced professional work directing the regional activities of the state mediation service.

An employee in this class plans, organizes, and directs the mediation and conciliation activities in an assigned geographic region. Work involves determining the necessity and propriety for intervention in a dispute and participating in cases which are highly sensitive form the standout of the parties and industries affected and those which have broad economic significance. Work includes the development of policies and procedures within the designated region subject to existing laws and departmental regulations. Supervision is exercised over a professional staff engaged in the mediation of public and private labor-management disputes. Work is performed under the general supervision of the labor mediation director and is reviewed through conferences and evaluation of work results.

EXAMPLES OF WORK PERFORMED: Plans and directs the regional mediation and conciliation activities of the state mediation service.

Participates in highly controversial and extremely sensitive and complex labor-management disputes, both public and private.

Supervises a staff of mediators by assigning disputes and reviewing work results.

Formulates regional policies and procedures within the framework of existing laws and departmental regulations.

Studies and analyzes current trends and decisions in public and private labor-management disputes and collective bargaining practices.

Provides in-service training for new employees.

Attends conferences and promotes the use of mediation services through speaking engagements or through the medium of a positive public relations program.

Establishes and maintains effective relationships with labor unions, employer and management organizations, public officials, and civic groups.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Extensive knowledge of the principles and techniques of mediation, conciliation, collective bargaining, and other methods used in facilitating the settlement of labor-management controversies.

Thorough knowledge of labor and business organizations, the history of the labor movement and industrialization, personnel and labor problems and collective bargaining practices.

Thorough knowledge of applicable state and Federal labor laws.

Ability to plan, organize, and direct the mediation and conciliation activities in a region.

Ability to establish and maintain effective working relationships with representatives of government, management, labor, and civic groups.

Ability to plan and direct the work of a group of professional employees engaged in mediation activities.

Ability to participate in industrial or governmental negotiations and controversies in a tactful and impartial manner.

Ability to gain the confidence and cooperation of the parties to a dispute.

Ability to analyze the issues in a dispute and to evaluate their relative importance and susceptibility to compromise.

Ability to express ideas clearly and effectively, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Eight years of progressively responsible experience in the field of labor-management relations or mediation services with emphasis on the mediation of a wide variety of public or private disputes, including two years in a supervisory capacity; and a bachelor's degree with major course work in labor management relations, industrial management, or personnel administration; or any equivalent combination experience and training.
