JOB TITLE: ADMINISTRATION AND MANAGEMENT TRAINEE

JOB CODE: 08010

DEFINITION: This is a twelve-month structured and specialized training program serving as entry into professional administration and management work for the commonwealth.

An employee in this job participates in formal and on-the-job training to develop an understanding of commonwealth administrative and management functions and their relationship with enterprise and agency organizations and program operations. Training consists of workshops, practical work experiences, and other projects designed to provide awareness of various administration and management disciplines and functions, and to gain exposure to broad and unique issues and activities. Employees receive individualized training and on-the-job assignments in a specialized administrative and management area, such as business operations, financial management, program analysis, human resources, procurement, and contract management. As an employee gains experience, the projects and work assignments become progressively more difficult. Additional training and development activities are coordinated by the supervisor, who monitors progress and ensures a well-rounded training experience. Work is reviewed in progress and upon completion for adherence to learning objectives and program goals.

• Participates in formal training sessions, seminars, workshops, and on-the-job work experiences to introduce and familiarize the trainee with a specific administrative or management program.

• Presents the results of research and analyses, and explains the rationale and judgments used in arriving at conclusions.

• Participates in the preparation of reports and detailed summaries of audit findings or reviews of financial statements and other filings.

• Participates in the preparation of reports that reflect assets, liabilities, reserves, fund balances, revenue and receipts, appropriations, commitments, expenditures, or other financial obligations for the purposes of providing recommendations on the use of funds and maintaining budgetary controls.

• Performs a variety of tasks in human resource program areas to develop an understanding of HR processes, the Personnel Rules, Collective Bargaining Agreements, and other program related guidelines and their general application.

• Assists in the application of procurement policy to proposed contract documents and recommends revisions as needed.

• Participates in the review and evaluation of agency programs or projects to determine their impact and the extent to which goals and objectives are being met.

• Assists in the maintenance and review of documentation such as planning documents, policies and procedures, manuals, and forms.

• Assists administrative officials in the management of agency programs.

• Learns to utilize various software and systems for job related functions.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of business administration and management practices and principles.

• Knowledge of public administration and implementation of public policy.

• Knowledge of the processes, procedures, and practices involved in conducting research.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to gather, correlate, and analyze facts and to prepare technical analyses and recommendations.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• A bachelor's degree, including 15 credits in public administration, business administration, or a closely related field;

or

• An equivalent combination of experience and training that includes 15 credits in public administration, business administration, or a closely related field.
