JOB TITLE: PENNSYLVANIA MANAGEMENT ASSOCIATE

DEFINITION: This is professional-level work within the Pennsylvania Management Associate Program, which is designed to provide training and on the job experience to prepare associates to assume mid-management positions in a variety of management disciplines. An employee in this job will participate in a highly structured 12 month training and development program designed to provide exposure and experience in a variety of management disciplines in various agencies under the Governor's jurisdiction. At the conclusion of the twelfth month, the employee will be placed in an agency and assigned on the job training for a targeted management classification during the last six months of the probationary period. Training will be provided to enable the associate to acquire working knowledge and experience in four management functions: program policy and planning; budget; human resources; and enterprise resource planning. In addition, associates will receive formal training to provide information on the structure and functions of Pennsylvania government, legal and regulating requirements, legislative affairs, and general government issues. Work will be characterized by rotational assignments through various participating agencies designed to enable the associate to conduct research, participate in special projects, and work with both managers and technical personnel on a variety of issues and projects. Employees will secure facts through research and deductive and inductive reasoning, and will analyze information and apply sound judgment in arriving at conclusions. Supervision will be received from both the program director and the administrative or technical supervisor within the rotation.

• Participates in a comprehensive 12 month training program designed to provide knowledge of Pennsylvania government, the organization and functions of agencies, the legislative processes, and the various management disciplines.
• Participates in rotational assignments through various agencies under the Governor's jurisdiction designed to provide a working knowledge of program policy and planning, budget, human resources, and enterprise resource planning.
• Participates in research projects and studies, special projects, and on the job assignments with agency managers and technical personnel to gain insight into managing government programs and to formulate recommendations for improving the management of those programs.
• Develops research findings and recommendations and presents them orally and in writing.
• Participates in workshops, seminars, and discussion groups to develop an understanding of the complexities of government management; to increase knowledge in the policies, practices, and procedures of Pennsylvania government and its agencies; to develop and test alternate solutions to government problems; and to make recommendations for viable solutions.
• Participates in formal training sessions and on the job work experiences which provide knowledge and experience in program policy and planning, budget, human resources, and enterprise resource planning in Pennsylvania government; and which will provide an understanding of the impact these functions have on the operations and management of commonwealth programs.
• Examines agency budgets and the budgetary process, including how the budget is formulated.
• Examines the accounting, auditing, and legislative process through a review of regulations and directives. The budget rotation is designed to gain insight into governmental budgetary procedures, and to ensure a working knowledge of the process.
• Researches and analyzes human resource management problems by reviewing Executive Orders, Personnel Rules, Administrative Circulars, Management Directives, the Administrative Code, legislative practices, policies, procedures, and labor agreements which impact upon the management and administration of human resource functions.
• Formulates recommendations for the resolution of problems.
• Conducts research on legislative proposals, pending legislation, debate, and committee activity.
• Prepares reports, studies, and recommendations to assist program managers in their need for legislation.
• Obtains and analyzes facts on agency operating procedures, practices, policies, organizational structure, mission, complement, effectiveness, management style, and operating history.
• Develops conclusions and recommendations for improvements.
• Prepares reports of findings; confers with supervisors and managers on administrative and procedural deficiencies and problems.
• Develops or revises policies, practices, or work methods.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• A master’s degree in any field of study that includes or is supplemented by 12 college credits in business or public administration;
or
• One year of professional experience and a bachelor’s degree that includes 12 college credits in business or public administration;
or
• An equivalent combination of experience and training that includes 12 college credits in business or public administration.
