JOB TITLE: DISTRICT FISCAL PROGRAMS ADMINISTRATOR, TRANSPORTATION

DEFINITION: This is professional managerial work in the administration of an Engineering District Fiscal Program within the Department of Transportation (DOT).

An employee in this job plans, manages, and administers fiscal and procurement activities for a Transportation Engineering District. Work involves directing staff responsible for monitoring, analyzing, and controlling revenue, financial commitments, and expenditures against a budget, grants, contracts, or other financial data; serving as the principal financial advisor to the District Executive; and developing and implementing fiscal priorities, policies, and procedures. Work includes compiling reports to project revenue and expenditures for staffing, operations, fixed assets, and other expenses; and interpretating financial data to ensure district fiscal and procurement functions align with applicable federal, state, local, and department rules, regulations, and policies. Supervision is exercised over professional, technical, and clerical staff. Work is performed independently and reviewed by an administrative supervisor for adherence to objectives and effectiveness of results.

• Directs the review, preparation, and implementation of a Transportation Engineering District budget.

• Monitors expenditures and provides recommendations for adjustments to ensure that federal and state funds are maximized.

• Provides analysis and guidance to the District Executive, Assistant District Executives, and County Managers on budget and procurement services.

• Supports the implementation of strategic objectives through resource identification, evaluation, and allocation.

• Develops, evaluates, and implements fiscal and procurement policies and procedures.

• Directs the preparation and analysis of financial reports to develop recommendations on the use of funds and maintain budgetary controls.

• Oversees the review, analysis, processing, and adjustment of financial and procurement transactions affecting budgetary, operating, and other accounts.

• Manages the development, monitoring, and interpretation of spending plans for the use of funds in compliance with statutes, policies, or other fiscal controls.

• Manages various state and federal funding accounting processes for compliance with the parameters and restrictions established for the type of appropriation.

• Monitors federal and other non-state revenue against the rebudget plan and investigates variances from estimates to determine appropriate action.

• Directs staff performing various reconciliations to ensure the accuracy of financial information including the identification and resolution of highly technical and complex issues.

• Works with district staff and Bureau of Fiscal Management staff to ensure financial transactions are accurate and recorded timely.

• Consults with program managers, the Governor’s Budget Office, and central office fiscal and procurement staff to develop recommendations for budget amendment requests, proposed operating contracts and fixed asset purchases, complement realignment proposals, and special billing charges for services rendered.

• Directs procurement activities ensuring accurate and timely payments to vendors and resolving issues that arise.

• Directs the procurement and contracting of supplies, equipment, and services using existing DGS contracts and by developing RFPs for new agreements or sole source contracts.

• Oversees the purchasing card program and the disposition of surplus supplies and equipment.

• Provides training to subordinate and program staff on budget and procurement processes, procedures, and systems.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and concepts of fiscal and budget administration.

• Knowledge of the principles, practices, and concepts of accounting and auditing.

• Knowledge of the methods and techniques used in financial data collection and analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to assemble and prepare reports and statements of financial data.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Fiscal Management Specialist 3 or Accountant 3 (commonwealth titles), including or supplemented by one year of professional supervisory experience in fiscal administration;

or

• Four years of professional fiscal administration experience including one year of supervisory experience; and a bachelor’s degree in business administration, accounting, finance, economics, or a closely related field;

or

• Four years of professional fiscal administration experience including one year of supervisory experience; and four years of paraprofessional experience in the review, collection, and classification of financial data;

or

• An equivalent combination of experience and training which includes one year of professional supervisory experience in fiscal administration.
