DIRECTOR, BUREAU OF FISCAL MANAGEMENT, DEP

DEFINITION:

This is professional managerial work directing the activities of the Bureau of Fiscal Management in the Department of Environmental Protection.

The employee in this class directs, through subordinate supervisors, the activities of a professional staff engaged in a variety of duties involving the preparation, review and analysis of the Department's budget and the allocation of Departmental monies. Work involves determining goals, objectives and priorities for the fiscal program; developing and implementing policies, procedures, standards and guidelines to manage program activities; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. Important aspects of the work include meeting with executives and senior program managers to provide guidance and direction in budget and rebudget preparation, the allocation of funds and budget monitoring; and resolving issues with central budget office administrators and other state and federal officials. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Management and Technical Services through reports and conferences for attainment of goals and objectives and overall program quality.

EXAMPLES OF WORK:

Directs, through subordinate supervisors, the preparation, review, analysis and defense of the Department's budget and the allocation of all Departmental monies including contracts and grants.

Directs the development, implementation and monitoring of policies and procedures governing fiscal management for the Department.

Negotiates the approval and acceptance of the Department's requested budget with the Governor's Office.

Presents a defensible Departmental budget before the Legislature.

Makes recommendations to the Deputy Secretary for Management and Technical Services and the Secretary on the allocation, reallocation, use and management of Departmental fiscal resources to ensure program goals and objectives are met.

Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.

Develops and prepares budget and rebudget requests.

Reviews proposed budget related legislation and recommends whether the Department should support or oppose the legislation.

Provides advice to staff on unusual or difficult technical and managerial problems.

Meets with executives and senior program managers to provide guidance and direction on budget and rebudget preparation and the allocation of funds to ensure the most effective use of Departmental fiscal resources.

Represents the bureau or deputate in dealings with federal officials and other Commonwealth agencies.

Develops and delivers speeches and presentations to special interest groups, legislators, the media, and the public on bureau programs.

Performs the full range of supervisory duties.

The employee in this class may participate in the performance of subordinates' work consistent with operational or organization requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of the principles and practices of budget administration as related to governmental practices, procedures, and objectives.

Knowledge of the principles and practices of governmental accounting.

Knowledge of the Department of Environmental Protection's programs, organization, and operations as they relate to fiscal management.

Knowledge of the current theories of budget administration.

Skill in the supervision of employees.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to read and interpret Commonwealth and Departmental administrative rules, regulations, policies, and procedures.

Ability to establish and maintain effective working relationships with associates, subordinates, public officials, special interest groups, and the public.

MINIMUM EXPERIENCE AND TRAINING:

Six years of experience in budget administration work, including two years of experience in a supervisory capacity that involved governmental budgeting, and a bachelor's degree;
