DEFINITION: This is professional administrative and managerial work directing the activities of the Bureau of Finance and Administration in the Department of Health (DOH).
The employee in this job directs all financial and administrative functions for the Office of Quality Assurance. Work involves developing and implementing policies and procedures related to the fiscal review of nursing care and other long-term care facilities throughout the Commonwealth to ensure they are operating with fiscal responsibility; reviewing and making recommendations on proposed legislation for possible impacts to programs; directing the review, analysis, and audit of financial information required to be submitted by facilities for licensure purposes; and managing, maintaining, and recommending business process improvements to systems that contain information on licensed nursing care facilities. Work also involves advising agency managers and executives on program issues; recommending and advocating for program policy changes; providing consultation to agency staff on regulations and procedures for hospitals, ambulatory surgical centers, and home health agencies; overseeing purchasing and procurement activities, and the preparation, submission, monitoring, and management of federal and state budgets for the Office of Quality Assurance. Supervision is exercised over professional and technical staff. Work is performed independently under the general direction of the Deputy Secretary for Quality Assurance and is reviewed through conferences and reports for goals and objectives attained.

• Directs the fiscal and administrative functions of the Quality Assurance deputate, including the review and analysis of the fiscal viability of health care facilities, to ensure quality care is being provided.
• Develops and implements policies and procedures related to the review of financial documentation and information required to be submitted by new facilities seeking licensure, facilities renewing an existing license, or current licensees undergoing a change in ownership.
• Develops and implements policies and procedures for internal controls of fiscal management functions to ensure consistency in managing payments received for licensure, renewals, and changes of ownership of multiple and varied facility types, such as nursing facilities, hospitals, and indoor tanning facilities.
• Develops and implements protocols and procedures for requesting and managing system changes and coordinating mandated training for all surveyors.
• Directs fiscal audits of nursing care facility organizations, programs, activities, functions, and special reviews for suspected areas of fraud and abuse.
• Ensures fiscal reviews are conducted in accordance with Generally Accepted Accounting Principles (GAAP), and federal and state guidelines and timeframes.
• Coordinates with other bureaus to identify facilities that may be at risk due to financial standing.
• Oversees the preparation, submission, monitoring, and management of the deputate’s annual federal and state budgets.
• Oversees the purchasing and procurement activities for the deputate, including monitoring contracts and participating in the preparation of work statements and the bidder evaluation and vendor selection process.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the methods and techniques used in financial data collection and analysis.
• Knowledge of the principles, practices, and concepts of accounting and auditing.
• Knowledge of the principles, practices, and concepts of fiscal and budget administration.
• Knowledge of laws, rules, regulations, and procedures impacting procurement and contracting functions.
• Knowledge of office management methods.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as an Audit Manager, Accountant 4, or Fiscal Management Specialist 4 (Commonwealth titles);
or
• Five years of professional auditing, accounting, or fiscal administration experience, that includes one year of supervisory experience, and a bachelor’s degree;
or
• An equivalent combination of experience and training that includes one year of professional supervisory experience in auditing, accounting, or fiscal administration.
