DIRECTOR, BUREAU OF FISCAL MANAGEMENT, REVENUE

DEFINITION: This is professional managerial work directing the activities of the Bureau of Fiscal Management in the Department of Revenue.

The employee in this job directs the activities of a professional staff engaged in a variety of duties involving the preparation, review, and analysis of the Department's budget and the allocation of Departmental and contract monies. Work involves determining goals, objectives, and priorities for the fiscal program; developing and implementing policies, procedures, standards, and guidelines to manage program activities; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. Important aspects of the work include meeting with the Secretary, Deputy Secretaries, and senior program managers to provide guidance and direction in budget and re-budget preparation; allocating funds and budget monitoring; and resolving issues with central budget office administrators and other state officials. The work involves responsibility for collecting gaming revenue; distributing gaming revenue to the appropriate funds; and resolving gaming revenue problems with the Pennsylvania Gaming Control Board and the vendor of the Central Control Computer System. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Administration through reports and conferences for attainment of goals and objectives and overall program quality.

EXAMPLES OF WORK: Directs, through subordinate supervisors, the preparation, review, analysis and defense of the Department's budget and the allocation of all Departmental and contract monies.

Oversees the collection of taxes and administrative fees from the venues to fund the agencies involved in gaming related functions.

Directs the distribution of gaming revenue to the appropriate funds and resolves problems with the Pennsylvania Gaming Control Board and the vendor of the Central Control Computer System.

Oversees the annual transfers of gaming revenue to various state funds, as required by the enabling legislation.

Directs the development, implementation, and monitoring of policies and procedures governing fiscal management for the Department.

Negotiates the approval and acceptance of the Department's requested budget with the Governor's Office.

Presents a defensible Departmental budget before the Legislature.

Makes recommendations to the Deputy Secretary for Administration and the Secretary on the allocation, reallocation, use, and management of Departmental fiscal resources to ensure program goals and objectives are met.

Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.

Develops and prepares budget and re-budget requests.

Reviews proposed budget related legislation and recommends whether the Department should support or oppose the legislation.

Provides advice to staff on unusual or difficult technical and managerial problems.

Meets with executives and senior program managers to provide guidance and direction on budget and re-budget preparation and the allocation of funds to ensure the most effective use of Departmental fiscal resources.

Authorizes major purchases of equipment, materials, and supplies.

Projects cost, including the costs incurred to add additional lines to the PA-40 Income Tax Return or the administrative costs to hire employees for a new tax program.

Represents the Bureau, Deputy Secretaries, or the Secretary in dealings with other Commonwealth agencies.

Develops and delivers speeches and presentations to special interest groups, legislators, and the public on bureau programs.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates' work consistent with operational or organization requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles and practices of budget administration as related to governmental practices, procedures, and objectives.

Knowledge of the principles and practices of governmental accounting.

Knowledge of the current theories of budget administration.

Knowledge of supervisory principles and procedures.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Ability to read and interpret written material.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Six years of experience in budget administration work, including two years of experience in a supervisory capacity in governmental budgeting, and a bachelor's degree;
