JOB TITLE: ASSISTANT DIRECTOR, BUREAU OF BUDGET ANALYSIS

DEFINITION: This is responsible administrative and managerial work serving as the assistant director of the Bureau of Budget Analysis, Office of the Budget.

The employee in this job directs policy, program, and planning analyses in support of Commonwealth budget process oversight. Work involves directing the development, monitoring, and administration of Commonwealth operating budgets from the receipt of agency funding requests through program implementation; and providing budget-related analyses and recommendations for executive level policy and decision makers. Work includes planning and managing the development of the Governor’s Executive Budget; preparing budget policy guidelines and instructions; identifying, researching, analyzing, and developing funding recommendations and financial summaries for program revision proposals and new program initiatives; and developing solutions for legislative and fiscal policy issues. Supervision is exercised over professional supervisory staff. Work is performed independently and is reviewed by the Director, Bureau of Budget Analysis for adherence to policies and objectives.

• Coordinates with the Governor and Governor's executive staff, Commonwealth and agency staff, program managers, and legislative staff to collect information and develop recommendations for resolving fiscal policy conflict issues.

• Plans, manages, and coordinates the technical production, coordination, and editing of the annual Governor’s Executive Budget.

• Oversees the development of preliminary projections and overview packages that present revenue, expenditure, and policy considerations throughout the budget enactment process.

• Analyzes budget policy to identify programmatic or fiscal effects and implications of prior decisions or proposed changes.

• Analyzes proposed legislation to determine fiscal implications and consistency with Commonwealth programs and policies.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of budget administration and fiscal management.

• Knowledge of the laws, rules, regulations, standards, policies, and procedures applicable to budget administration.

• Knowledge of the methods and techniques used to analyze fiscal data, identify trends, develop fiscal projections, and estimate costs.

• Knowledge of the principles and practices of revenue and cost accounting.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and develop policies, programs, standards, plans, and fiscal reports.

• Ability to develop solutions for complex fiscal issues.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience in budget administration, including two years of supervisory experience, and a bachelor's degree;

or

• An equivalent combination of experience and training.
