 JOB TITLE: DIRECTOR OF ADMINISTRATIVE SERVICES, AGRICULTURE

DEFINITION: This is professional managerial work directing, planning, and coordinating a comprehensive administrative services program in the Department of Agriculture.

The employee in this job is responsible for the development and implementation of policies, procedures, objectives, and priorities for administrative functions, which have broad operational impact on services and programs administered by the Department. Work includes overseeing and directing the Department’s budget, capital projects, office services, emergency planning and management, safety, contracting, and procurement programs and services. Work also includes the oversight of the Department’s regional offices. The employee in this job serves as the principal advisor to the Executive Deputy Secretary and Secretary of Agriculture on related administrative matters. The employee in this job works with considerable latitude in developing and implementing administrative priorities, policies, and procedures with major policy decisions being reviewed by the Executive Deputy Secretary or the Secretary of Agriculture prior to implementation. Supervision is exercised over a professional, technical, and clerical staff. Work is assigned by the Executive Deputy Secretary and Secretary in the form of broad goals and objectives and is reviewed through conferences and reports for program effectiveness.

• Develops and implements policies and procedures to improve budget, capital projects, office services, emergency planning and management, safety, contracting, and procurement within the Department.

• Provides advice and information to senior executives and program staff regarding the Department’s budget, capital projects, office services, emergency planning and management, safety, contracting, and procurement initiatives, directives, policies, and procedures.

• Plans, coordinates, and directs, through subordinate managers and supervisors, administrative services for the Department including budget, finance, procurement, contracting, emergency planning, and office support.

• Provides analysis and guidance to the Secretary, Executive Deputy Secretary, and program deputies regarding the impact of commonwealth budget implementation and other commonwealth-wide initiatives on the Department’s budget and support services.

• Provides senior-level support to executive office staff in the implementation of strategic objectives through resource identification, evaluation, allocation, and the development and implementation of administrative services and policies.

• Maintains effective working relationships with the General Assembly, Governor's Office of Budget, Department of General Services, and other state and federal agencies involved in oversight and support of the Department.

• Directs the review, preparation, and implementation of the Department’s budget.

• Directs the procurement of equipment and services for the Department.

• Oversees all capital projects undertaken by the Department.

• Manages the administrative services of the Department’s regional offices.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional administrative experience including three years of supervisory experience in budgeting, accounting, purchasing, management methods work, or a closely related field, and a bachelor's degree;

or

• An equivalent combination of professional experience and training that includes three years of supervisory experience in budgeting, accounting, purchasing, management methods work, or a closely related field.
