ASSISTANT DIRECTOR OF REVENUE, CASH FLOW AND DEBT

DEFINITION:

This is professional forecasting and debt analysis work assisting the Director of Revenue, Cash Flow and Debt in the Office of the Budget.

The employee in this job assists the Director of Revenue, Cash Flow and Debt develop and evaluate revenue estimates, prepare cash flow estimates for capital funds and the General Fund, establish major payment schedules for operating funds, prepare debt issuance schedules, develop and prepare relevant materials related to debt and bond issuance and tax anticipation notes and prepare legislation related to debt and bond issues. This employee is also responsible for directing the Redevelopment Assistance Capital Program (RACP) by recommending and implementing program policy, and supervising subordinate staff in coordinating the review and approval of projects, monitoring and directing project activities and monitoring and tracking program expenditures. As the principle contact person for RACP, this employee represents the Commonwealth in discussions with elected officials and local government representatives concerning proposed or ongoing projects. This employee will provide project and program policy advice and recommendations to the Secretary of Budget and Administration, the Governor’s Chief of Staff and deputies and the Governor’s Senior Staff. Work is assigned in the form of broad program goals and objectives and the employee exercises considerable judgment in determining specific program outcomes. Work is reviewed through reports and conferences for attainment of the overall goals of the program.

EXAMPLES OF WORK:

Assists the Director of Revenue, Cash Flow and Debt in determining the need for bond issuance, directing the issuance of debt, monitoring the outlook for the municipal bond market and establishing the need for short term borrowing.

Develops and/or evaluates legislation related to the issuing of bonds.

Administers the Commonwealth’s Redevelopment Assistance Capital Program (RACP).

Recommends and implements RACP policy.

Coordinates the review and approval of project proposals.

Monitors project activity related to draw downs, change orders and contract amendments.

Oversees the maintenance of project and program files.

Monitors program expenditures to assess cash flow requirements and potential bond financing.

Participates in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of the principles and methodology used in fiscal analysis, fiscal planning, fiscal management and budgeting.

Knowledge of the principles and methodology used in the collection, analysis and presentation of statistical, economic and administrative data.

Knowledge of the techniques used in policy research, program analysis and planning.

Knowledge of the Commonwealth’s budget process.

Knowledge of governmental monetary practices, investments and the investment process.

Knowledge of the principles and practices of supervision and office management.

Ability to plan and direct work of a professional staff engaged in financial and revenue analysis.

Ability to develop and write proposals and resolutions for bond issues.

Ability to analyze project proposals, determine their economic effect and present recommendations for project approval.

Ability to analyze ongoing projects and determine their financial viability and their future economic impact.

Ability to plan, direct and carry out assignments independently.

MINIMUM EXPERIENCE AND TRAINING:

Three years of experience in financial analysis, economic research or budgeting and a bachelor’s degree with major course work in economics, finance, business, or a closely related field;
