REDEVELOPMENT ASSISTANCE CAPITAL PROGRAM ASSOCIATE
DEFINITION: This is entry level professional work performing compliance, financial and performance reviews of grants, agreements, and contracts for economic, cultural, civic, and historical improvement projects for the Redevelopment Assistance Capital Program (RACP) in the Governor’s Budget Office.
An employee in this job performs entry level assignments in the administration of the Redevelopment Assistance Capital Program. Work involves working closely with higher level specialist and supervisory staff to learn and apply RACP legislation, policies, procedures, requirements and standards. Work includes developmental assignments which involve participating with other staff in monitoring and evaluating the contracted consultants’ services and deliverables, monitoring the progress of grant applications to ensure completion, guiding grantees on program requirements and providing assistance to mitigate problems, reviewing and analyzing complex and difficult payment requests, and providing assistance with closeout audits. Duties also involve communicating with
consultants, grantees, and various professionals and officials; participating in meetings and on-site visits with RACP staff; and analyzing basic application and payment requests to make recommendations. Work is distinguished from the next higher level by the limited scope and complexity of assignments. Work is assigned by a RACP Administrator and is reviewed in progress, through discussions, and upon completion for soundness, completeness and adherence to standards.
EXAMPLES OF WORK: Performs entry level assignments to learn RACP legislation, policies, procedures, requirements and standards.
Assists in the review of work plans submitted by consultants to ensure accuracy, appropriateness and consistency with standards and requirements.
Participates in the identification of issues and problems, and communicates with grantees and project facilitation staff to resolve matters.
Reviews project files, payment requests and supporting documentation to determine matters pertinent to payment request review and analysis, and to make payment recommendations.
Reviews payment requests for mathematical accuracy, regulatory compliance, completeness of information, adequacy of supporting documentation, consistency with previous submittals, analysis of prior requests for information, and status of the project.
Participates in the review and analysis of complex and difficult payment requests.
Assists with providing support for the closeout of audits.
Develops management reports to track and report on the status of projects.
Performs the full range of supervisory duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of community and economic development principles, practices and objectives.
Knowledge of the principles and practices of public administration.
Knowledge of research principles and techniques.
Knowledge of project administration methods.
Ability to interpret and apply written materials, including laws, regulations and policies.
Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS: One year of professional experience in community or economic development, project management, urban planning, public finance or economics; and a bachelor’s degree in community and economic development, public administration, business administration or related field;
or
An equivalent combination of training and experience that includes one year of professional experience in community or economic development, project management, urban planning, public finance or economics.
