JOB TITLE: OFFICE SERVICES DIRECTOR, TRANSPORTATION

JOB CODE: 08390

DEFINITION:

This is highly responsible administrative work directing all activities of the Bureau of Office Services in the Department of Transportation.

The employee in this job is responsible for planning and overseeing department-level activities such as materials and services purchasing and control; highway materials inventory management; capital equipment control; facilities management including building construction, renovations and leasing; centralized graphic arts and printing activities; Right to Know Law compliance; records and forms management; publication sales control; and related programs. Work is performed in conjunction with the Department of General Services, Office of Chief Counsel, Office of Administration, Office of the Budget and Department of Labor and Industry in order to coordinate procurement, graphics arts and printing, and facilities management services. Work is performed with a high degree of independence and is evaluated by the Deputy Secretary for Administration to ensure that management objectives and overall bureau program expectations are met.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Plans and oversees new construction, renovation and repairs for all department buildings to ensure compliance with the Uniform Construction Code.

• Oversees the department’s facilities leasing activities in conjunction with the Department of General Services.

• Directs non-highway construction procurement for materials and services; oversees the department’s purchasing card program.

• Assumes primary responsibility for the department’s highway and highway-related materials inventory control program, including summer and winter maintenance materials.

• Oversees the department’s compliance with the Right to Know Law and directs the department’s records and forms management programs.

• Directs the distribution and sale of department publications.

• Manages the department’s graphics, printing, duplicating, and collating services performed in the Graphic Service Center.

• Oversees space analysis, receptionist services, mail operations, and parking services for the central office Keystone Building; coordinates building maintenance/custodial services and security-related requirements with the Department of General Services.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of commonwealth budgeting policies and fiscal control procedures.

• Knowledge of purchasing, inventory control, storage procedures.

• Knowledge of facilities management and leasing procedures.

• Ability to develop, interpret, and implement policies and procedures.

• Ability to coordinate the activities of program areas and resolve conflicts as necessary.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of responsible and varied management work experience in a large public or private organization, which includes four years in an executive or highly responsible supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
